【摘要】：随着我国经济及运输行业的发展,近年来高速铁路不断发展壮大,高速铁路调度指挥系统作为高速铁路列车运行的指挥中枢在保证列车的安全、高速、正点运行方面具有重要的作用,目前我国对高速铁路的安全评价主要集中在设备设施条件上,尚未建立全面的安全评价管理体系。在实际生产中,如何对高速铁路调度指挥系统采用科学合理的安全管理措施,及时辨识调度指挥作业中的各类风险因素,不断提高调度指挥作业的安全性水平是本文研究的重点。通过对高速铁路调度指挥系统及调度指挥模式研究与分析的基础上,从现场实际情况出发,以人员、设备、环境、管理四个因素作为系统安全影响因素,应用管理疏忽与危险树法(MORT)对高铁调度系统建立安全评价系统模型,并且形成各个环节的子评价体系。运用专家调查法及综合层次分析法确定各个要素的权重,通过对高铁调度指挥系统安全状况进行评价,定性MORT模型与定量分析实现了结合。最后以某一调度作业系统进行实例分析,通过分析计算证明了建立的MORT模型符合高铁调度指挥系统的安全管理实践,可以为铁路调度现场安全管理工作提供新的思路。
[Abstract]:With the development of economy and transportation industry in China, high-speed railway has been developing and expanding in recent years. As the command center of high-speed railway train operation, high-speed railway dispatching command system ensures the safety and high speed of train. The on-time operation plays an important role. At present, the safety evaluation of high-speed railway in China is mainly focused on the equipment and facilities, and a comprehensive safety evaluation management system has not yet been established. In actual production, how to adopt scientific and reasonable safety management measures to high speed railway dispatching command system, and identify all kinds of risk factors in dispatch command operation in time, The emphasis of this paper is to improve the security level of the dispatching command. Based on the research and analysis of the dispatching command system and the dispatching command mode of high-speed railway, based on the actual situation on the spot, four factors, personnel, equipment, environment and management, are taken as the system security influencing factors. The safety evaluation system model of high speed railway dispatching system is established by using management negligence and hazard tree method (MORTT), and the sub-evaluation system of each link is formed. The weight of each element is determined by expert investigation method and comprehensive analytic hierarchy process (AHP). The qualitative MORT model is combined with quantitative analysis by evaluating the safety of high speed railway dispatching command system. Finally, an example of a dispatching operation system is given. It is proved that the established MORT model accords with the safety management practice of the high-speed railway dispatching command system, and can provide a new way of thinking for the safety management of railway dispatching field.
