海上突发事故应急船舶优选与调度研究

【摘要】:当前海上事故已经成为最严重的社会危害之一,一旦发生,不仅造成人身、财产的损失,还可能造成环境污染、生态环境破坏等恶劣的社会影响。因此,相关部门有必要对事故现场进行紧急救援、快速处置以及事后管理等。 在中国,当海上事故发生时,单个部门一般不能提供平息事故所需的全部应急船舶,需要相关部门的共同参与,使得具备各种功能的救助船舶能够在应急限制期内赶赴事故现场展开救援。因此,基于海上这一特殊环境,本文重点在研究船舶优选的基础上开展不同条件下应急船舶调度问题的研究。 本文首先介绍了应急管理及应急船舶调度的相关理论基础,其次根据海上应急船舶的特点给出了船舶优选的方法,在此基础上,根据应急船舶调度问题的特点,对不同条件下应急船舶调度问题进行了研究,建立数学优化模型,设计有效地求解方法,并用实例进行模型验证,主要工作内容包括以下几个方面: (1)基于AHP判断矩阵一致性的应急船舶优选问题 当海难发生时,选择合适的搜救船舶到达事故现场是至关重要的,考虑到应急船舶的特点,利用层次分析法建立搜救船舶的模型,实现优化的目的,并利用矩阵一致性的新方法,对最矛盾元素进行调整,最终求得最优解。 (2)研究单一应急船舶调度问题 考虑到海上突发事故现场处置中应急船舶的特点,,按照由单一到复杂的思路研究单一应急船舶的调度模型,利用MATLAB软件编程求解,最后验证了模型的有效性。 (3)研究多种应急船舶调度问题 当海上事故突发时,往往需要多种应急船舶同时赶赴现场进行救援,因此将研究范围扩大到多种应急船舶同时调度问题,并建立相应的模型求解。
[Abstract]:At present, maritime accidents have become one of the most serious social hazards. Once they occur, they not only cause loss of life and property, but also may cause environmental pollution, ecological environmental damage and other adverse social impacts. Therefore, it is necessary for relevant departments to carry out emergency rescue, rapid disposal and post-event management on the scene of the accident. In China, when an accident occurs at sea, a single department is generally unable to provide all the emergency vessels needed to quell the accident. It requires the joint participation of the relevant departments. So that the rescue ships with various functions can rush to the accident site during the emergency limit period to carry out rescue. Therefore, based on the special environment of sea, this paper focuses on the study of emergency ship scheduling under different conditions on the basis of ship selection. This paper first introduces the theoretical basis of emergency management and emergency ship dispatch, then gives the method of ship selection according to the characteristics of marine emergency ship, and then, according to the characteristics of emergency ship scheduling problem, This paper studies the emergency ship scheduling problem under different conditions, establishes a mathematical optimization model, designs an effective solution method, and verifies the model with an example. The main work includes the following aspects: 1) optimal selection of emergency ships based on consistency of AHP judgment matrix When the shipwreck occurs, it is very important to select the appropriate search and rescue ship to reach the scene of the accident. Considering the characteristics of the emergency ship, the model of the search and rescue ship is established by using the analytic hierarchy process to achieve the purpose of optimization. By using the new method of matrix consistency, the most contradictory elements are adjusted and the optimal solution is obtained. 2) study on the single Emergency ship scheduling problem Considering the characteristics of emergency ship in marine emergency disposal, the scheduling model of single emergency ship is studied according to the thought from single to complex, and the validity of the model is verified by programming with MATLAB software. Research on various emergency ship scheduling problems When maritime accidents break out, many kinds of emergency vessels are often needed to rush to the scene to carry out rescue at the same time. Therefore, the research scope is extended to the simultaneous scheduling problems of various emergency vessels, and the corresponding models are established to solve the problems.
