开发区政府安全生产监管模式长效机制

【摘要】:北京经济技术开发区(简称开发区)作为北京市唯一一个国家级经济技术开发区,安全生产指标的高低,直接反映出首都的安全生产发展水平。抓好安全生产监督管理,探索一条科学长效的安全生产监管管理模式具有重要的政治意义和战略意义。 本文本着实事求是、标本兼治、超前谋划的原则,以开发区为研究区域,在总结分析国内外安全生产监管现状的基础上,充分调研开发区的安全生产监督管理现状、特点和存在问题,结合综合监管部门和行业主管部门的职能和监管模式,通过演绎分析的方法,,构建出符合开发区实际的安全生产监管模式。 通过三种体系的分析,分清了政府与企业在安全生产监管中的责任,找出了政府与企业、上下级政府间做好安全生产工作的动力根源,理清了政府有关部门间的关系,总结出了适合开发区区域范围的安全监管方法。指出要扭转事后处理型的安全监管局面,要从事前、事中、事后建立完善三大体系,从观念上、行为上做到无缝衔接,建立一个高效化、长效化、信息化、创新化的服务型政府监管模式。
[Abstract]:As the only state-level economic and technological development zone in Beijing, the level of safety production index directly reflects the level of development of safety production in the capital city. It is of great political and strategic significance to do a good job in supervision and management of production safety and to explore a scientific and effective mode of supervision and management of production safety. Based on the principle of seeking truth from facts, treating both symptoms and causes, and planning ahead of time, and taking the development zone as the research area, and on the basis of summing up and analyzing the present situation of safety production supervision at home and abroad, this paper fully investigates the present situation of safety production supervision and management in the development zone. Combining the functions and modes of the comprehensive supervision department and the competent department of the industry, the paper constructs a supervision mode of safety production according with the actual situation of the development zone by deductive analysis. Through the analysis of the three systems, the responsibilities of the government and the enterprises in the supervision of production safety are distinguished, the motive force of the work done well between the government and the enterprises, the governments at the higher and lower levels are found, and the relationship between the relevant government departments is clarified. The safety supervision methods suitable for the development zone are summarized. It is pointed out that in order to reverse the situation of post-treatment safety supervision, to establish and perfect the three major systems before, during and after the event, to connect seamlessly in concept and behavior, and to establish a highly efficient, long-lasting and information-based system.
