大型电子工业厂房工程安全管理成熟度模型研究

【摘要】:电子工业的迅猛发展促动了一批大型电子工业厂房的建设及电子产业集群的诞生。为了测定大型电子工业厂房工程施工现场的安全管理水平,诊断安全管理缺失的关键问题所在,制定改进计划并予以实施,促使施工现场安全管理工作得到持续改进,基于项目工程特点和施工现场安全管理实际运行状况,采用问卷调查、理论结合实践及规范比对等研究方法,对大型电子工业厂房工程安全管理成熟度模型的架构框架、成熟度概念范围、运作周期等进行了系统的研究。对大型电子工业厂房工程安全管理成熟度模型(PC-SMMM)的研究,本文主要从模型架构和模型运作周期两条主线路及工程实例的应用进行展开:(1)构建大型电子工业厂房工程安全管理成熟度模型架构。从层次域、支撑系统、过程改进阶段等成熟度概念范围的定义出发加以论述,并依此制定大型电子工业厂房工程安全管理成熟度概念框架图及模型内部结构关系图,明确模型的应用流程和模型要素间的相互关系。(2)构建大型电子工业厂房工程安全管理成熟度模型运作周期。基于大型电子工业厂房工程安全管理成熟度模型最佳实践检索表的创建,结合模糊度综合评价法、因果分析法、时间管理优先矩阵法对其评价知识体系、评估及改进等模块加以说明,明确安全管理成熟度持续改进系统中关键问题的分析方法、优先顺序的判定方法和改进路径的制定。(3)工程实例分析研究。从微观层面以大型电子工业厂房工程安全管理成熟度概念范围中的建筑项目安全管理为底,以福州京东方第8.5代新型半导体显示器件生产线项目为例,对PC-SMMM模型加以应用。大型电子工业厂房工程安全管理成熟度模型(PC-SMMM)为工程项目的安全管理提供了一个成熟度改进路径,并将安全管理上升至战略高度。此模型将单个项目的安全管理放于整个工程项目安全管理的环境中加以管控,其全局性得到了极大的提升。同时有助于确保工程现场参建管理人员基于充分了解工程现场存在的安全管理关键支撑点的情况下,通过采纳一种对项目分部工程、单项工程和建筑项目进行安全管理的结构化方法,成功实现工程项目的安全管理目标。
[Abstract]:The rapid development of electronic industry has promoted the construction of a number of large-scale electronic industrial buildings and the birth of electronic industry clusters. In order to determine the level of safety management in the construction site of large electronic industrial factory building and diagnose the key problems of the lack of safety management, the improvement plan is formulated and implemented to promote the continuous improvement of the safety management in the construction site. Based on the characteristics of the project and the actual running situation of the safety management in the construction site, the framework of the engineering safety management maturity model of the large electronic industry factory building is established by using questionnaire survey, combining theory with practice and standard comparison, etc. The maturity concept range, operation cycle and so on have carried on the systematic research. The Research on the Engineering Safety Management maturity Model (PC-SMMM) of large Electronic Industry Factory Building, In this paper, the application of two main circuits and engineering examples of model architecture and model operation cycle are used to construct the engineering safety management maturity model framework of large electronic industrial plant. Based on the definition of maturity concept range, such as hierarchical domain, support system and process improvement stage, the conceptual framework diagram of engineering safety management maturity and the model internal structure relation diagram are worked out. Define the relationship between the application flow of the model and the elements of the model. (2) construct the operation cycle of the engineering safety management maturity model of the large electronic industrial factory building. Based on the establishment of the Best practice Retrieval Table for Engineering Safety Management maturity Model of large Electronic Industry Workshop, combined with the fuzzy comprehensive evaluation method, causality analysis method and time management priority matrix method, the knowledge system is evaluated. The evaluation and improvement module is used to explain the analysis method of the key problems in the continuous improvement system of safety management maturity, the method of determining the priority order and the making of the improvement path. Based on the construction project safety management in the concept of engineering safety management maturity of large-scale electronic industrial plant engineering, the PC-SMMM model is applied to the 8.5-generation new semiconductor display device production line project in Fuzhou Beijing and Oriental as an example. PC-SMMM) provides a maturity improvement path for the safety management of engineering projects and elevates the safety management to a strategic level. In this model, the safety management of a single project is controlled in the environment of the whole project safety management, and its overall quality is greatly improved. At the same time, it helps to ensure that project site participation management personnel, based on a full understanding of the key supporting points of safety management in the project site, adopt a kind of project branch project, The structural method of single project and construction project safety management is used to realize the safety management goal of engineering project successfully.
