基于电子海图的海上钻井平台对通航安全影响评价系统设计与实现

【摘要】:近年来,我国在渤海、东海、北部湾等沿海通航水域建设了众多的海上钻井平台,海上建设钻井平台对其附近海域的通航环境产生一定影响。目前针对海上钻井平台对通航安全影响评估论证工作通常的做法是根据评估人员经验进行分析论证,在评估内容的选取、执行标准、论证评估的层次方面差别较大,而得到的安全评估结果带有相当大的人为主观性,可能造成同一工程评估结果不一致。因此研究建立科学、合理的海上钻井平台对通航安全影响的评价模型,进而根据模型设计便捷、高效的基于电子海图的海上钻井平台对通航安全影响的评价辅助决策系统,是提高对于海上钻井平台对通航安全影响论证科学性和先进性的有效方法。 与其他涉水工程相比,海上钻井平台工程有其自身的特殊性。对于专门针对海上钻井平台工程对附近水域通航环境安全影响,目前国内外研究较少。本文试图通过分析海上钻井平台的特点,首先将北部湾水域看成相对独立和完善的系统,以系统安全工程为主导思想,分析对海上钻井平台附近水域通航环境与通航安全的造成危险的影响因素,结合其他学者的相关研究成果来确定评价指标体系;然后以指标体系为基础采用层次分析法和模糊综合评判的方法,,根据有关数据调查资料以及通过对专家问卷调查数据的统计和分析,确定各指标的权重和评价指标量化标准,建立海上钻井平台对通航安全影响评价模型;最后为了更直观地评价海上钻井平台附近水域的通航安全影响,将海上钻井平台对通航安全影响评价模型进行模块化分析,利用组件式GIS的优点,建立基于电子海图的系统平台,在海图平台实现对北部湾海上钻井平台信息的输入与分析,同时在windows的framework3.5平台上实现综合评判中的模糊变换、模糊综合评判的运算模型建立、评判因素指标权重建立转换以及最终的模糊综合评判结果在电子海图平台上的输出。 本文从通航安全的角度对北部湾海域海上钻井平台对通航环境影响因素进行统计分析,建立海上钻井平台对通航安全影响评价模型,并以模型为基础研究设计开发了一种面向对象的基于电子海图的海上钻井平台对通航安全影响评价辅助决策系统。利用该系统对某北部湾海上钻井平台工程对通航环境影响进行实例验证。通过系统验证结果与专家调查的论证结果的比较证明该模型和系统的有效性,评价模型和辅助决策系统可以为水上船舶交通安全管理部门的通航影响论证提供科学的决策依据,具有一定实用性。
[Abstract]:In recent years, China has built a large number of offshore drilling platforms in the coastal navigable waters of Bohai Sea, East China Sea, Beibu Gulf and so on. At present, according to the experience of the appraisers, the usual practice of the assessment of the impact of offshore drilling platforms on navigation safety assessment is to conduct analysis and argumentation. There are great differences in the selection of evaluation contents, the implementation criteria, the levels of argumentation and evaluation. The result of safety assessment is quite subjective, which may result in inconsistent results of the same project. Therefore, a scientific and reasonable evaluation model of the impact of offshore drilling platforms on navigable safety is established, and then a convenient and efficient decision-making system for evaluating the impact of offshore drilling platforms on navigable safety based on electronic chart is designed according to the model. It is an effective method to improve the effect of offshore drilling platform on navigation safety. Compared with other water-wading projects, offshore drilling platform engineering has its own particularity. There are few researches at home and abroad on the effect of offshore drilling platform engineering on navigable environment in nearby waters. By analyzing the characteristics of offshore drilling platforms, this paper attempts to regard the waters of the Beibu Gulf as a relatively independent and perfect system, with the system safety engineering as the dominant idea. The risk factors of navigation environment and navigation safety in the waters near offshore drilling platform are analyzed, and the evaluation index system is determined by combining the relevant research results of other scholars. Then, based on the index system, the method of AHP and fuzzy comprehensive evaluation is used to determine the weight of each index and the quantitative standard of evaluation index according to the survey data and the statistics and analysis of the questionnaire data of experts. Finally, in order to evaluate the navigable safety impact of offshore drilling platform in the vicinity of offshore drilling platform more intuitively, the modular analysis of offshore drilling platform to navigable safety impact assessment model is carried out. Based on the advantages of component GIS, a system platform based on electronic chart is established to input and analyze the information of offshore drilling platform in Beibu Gulf. At the same time, the fuzzy transformation in comprehensive evaluation is realized on the framework3.5 platform of windows. The operation model of fuzzy comprehensive evaluation, the transformation of index weight of evaluation factors and the output of the final fuzzy comprehensive evaluation result on the platform of electronic chart are established. In this paper, from the point of view of navigable safety, the influence factors of offshore drilling platform on navigable environment in Beibu Gulf are statistically analyzed, and the evaluation model of offshore drilling platform's impact on navigable safety is established. Based on the model, an Object-Oriented aided decision system for evaluating the impact of offshore drilling platforms on navigation safety based on electronic chart is developed. The system is used to verify the impact of a Beibu Gulf offshore drilling platform project on navigation environment. The validity of the model and system is proved by comparing the system verification results with the results of expert investigation. The evaluation model and the auxiliary decision system can provide scientific decision basis for the navigation impact argumentation of maritime vessel traffic safety management department. It has certain practicability.
