【摘要】：HSE管理体系是现代安全管理标志性的研究成果之一,它将健康、安全与环境的危害作为一个有机的整体进行控制与管理,其卓越的管理效能得到了全球性的广泛认可,其正确性和科学性的检验和实证正在不断地累积共识；国内引进HSE管理体系及制定相关标准的工作也已经有十数年的历程,有效地提升了企业的HSE业绩和HSE管理水平,并呈现渐热的普及和推广的趋势。然而,就方法本身的系统性和完备性而言,HSE管理体系仍然存在许多值得研究和探索的空间,尤其是与HSE管理体系方法论相配套的相关理论和方法,如HSE管理体系运行的推动与促进机制、HSE管理体系运行的评估方法、HSE管理体系自我改进完善的思路和依据等,仍是制约和影响HSE管理体系运行的重要因素。论文以HSE管理体系运行评价方法的建立为主线,研究HSE管理体系运行的成熟度,旨在为HSE管理体系运行机制的建立及持续改进提高等提供依据。论文在阐述HSE管理体系诞生、发展、要素、运行模式、评价研究现状等信息的基础上,将计算机软件工程领域的“成熟度”概念引入HSE管理体系运行评价中；在此基础上,定义HSE管理体系运行成熟度的概念并建立相应的HSE管理体系运行成熟度评价模型；论文采用鱼刺图分析法,结合系统运行基本规律,研究了HSE管理体系运行成熟度的模型,主要包含四大关键因素系统,即组织因素、动态过程因素、结果因素与外部环境因素。在确立四大关键影响因素基础上,研究探讨了各关键因素的影响子因素、影响因子等,最终获得4个一级指标,14个二级指标、46个三级指标。采用层次分析法,研究了HSE管理体系成熟度模型中各结构指标项的权重；在此基础上,引进并利用模糊综合评价法的量化思路与方法,将HSE管理体系运行成熟度模型从定性评价转化成定量评价。论文在量化HSE管理体系运行成熟度评价体系基础上,以某燃气公司(G公司)HSE管理体系运行情况为实例,进行了应用研究；应用研究获得G公司HSE管理体系运行成熟度等级属于“提高阶段”,同时结合评价过程信息,提出G公司HSE管理体系运行存在的主要问题及其针对性改进建议。
[Abstract]:HSE management system is one of the iconic research achievements of modern safety management. It controls and manages the harm of health, safety and environment as an organic whole. The verification and demonstration of its correctness and science are accumulating consensus continuously. The introduction of HSE management system and the establishment of related standards in China have had a course of more than ten years, which has effectively improved the HSE performance and HSE management level of enterprises. And presents the trend of popularity and popularization. However, in terms of the systematization and completeness of the method itself, there is still much room for study and exploration of the HSE management system, especially the relevant theories and methods, which are compatible with the methodology of the HSE management system. Such as the promotion and promotion mechanism of HSE management system, the evaluation method of HSE management system operation, the train of thought and basis of self-improvement and perfection of HSE management system and so on, are still the important factors restricting and influencing the operation of HSE management system. Based on the establishment of HSE management system operation evaluation method, this paper studies the maturity of HSE management system operation, in order to provide the basis for the establishment of HSE management system operation mechanism and the continuous improvement and improvement. This paper introduces the concept of "maturity" in the field of computer software engineering into the operation evaluation of HSE management system on the basis of describing the information of the birth, development, elements, operation mode, evaluation and research status of HSE management system, and then introduces the concept of "maturity" in the field of computer software engineering into the operation evaluation of HSE management system. The concept of operational maturity of HSE management system is defined and the corresponding evaluation model of operational maturity of HSE management system is established. It mainly includes four key factors system, namely, organization factor, dynamic process factor, result factor and external environment factor. On the basis of the establishment of four key influencing factors, the influence factors and influencing factors of each key factor were discussed. Finally, 4 primary indexes, 14 second class indexes and 46 third grade indexes were obtained. The weight of each structural index item in the maturity model of HSE management system is studied by using the analytic hierarchy process (AHP), and then the quantitative thinking and method of fuzzy comprehensive evaluation method are introduced and utilized. The operational maturity model of HSE management system is transformed from qualitative evaluation to quantitative evaluation. On the basis of quantifying the operation maturity evaluation system of HSE management system, taking the operation of HSE management system of a gas company as an example, the paper has carried on the application research; The application of the research results shows that the maturity level of HSE management system of G Company belongs to "improving stage". At the same time, combined with the evaluation process information, this paper puts forward the main problems existing in the operation of HSE management system of G Company and the corresponding suggestions for improvement.
