综合安全评估在油轮营运安全中的应用研究

【摘要】:尽管全球经济不太景气,导致原油产品的需求量也不大,但是石油运输的利润仍然是相当可观的,全球的油轮的船队仍然保持很高的比例。如何保证油轮在营运过程中的安全性是航海上一个热点研究问题。 本文在在研究综合安全评估理论框架及应用研究现状的基础上,分析了油轮的主要特点,油轮的主要航线以及油轮的运动状态等内容,然后分别重点分析了船员、船舶和管理部门对油轮营运的影响,并列出了存在的主要问题,如部分船员责任心不强,设备使用不熟练,应急程序不清醒。船舶结果和设备过时,有的老化,甚至失去应有的功能,随着船舶使用年份的增大,船舶的强度,密闭性也会受到影响,溢油渗漏事故时有发生;然后分别讨论了船公司、监管部门和国际公约对油轮应用的影响,在此基础上给出风险分析模型。FSA中风险分析模型很多,本文采用基于资产脆弱性的风险评价模型,该模型既可以进行定性分析,又可以定量计算各类风险的危险度。该模型隶属度函数不需要复杂计算,比较简单、实用。 最后依据不同的影响因素以及风险分析的结果,给出了油轮营运安全的决策与建议,分别在应对人员责任心不强,业务素质不强,船体结构缺陷,船舶服役时间过长,公司管理不完善以及各监管部门不严等方面分别给出了对应的决策和建议。
[Abstract]:Although the global economy is weak and the demand for crude oil products is low, the profits from oil transportation are still considerable, and the fleet of oil tankers around the world remains high. How to ensure the safety of oil tankers in the course of operation is a hot issue in navigation. On the basis of studying the theoretical framework of comprehensive safety assessment and the present situation of application research, this paper analyzes the main characteristics of oil tankers, the main routes of tankers and the state of motion of oil tankers, and then analyzes the crew respectively. The influence of ship and management on the operation of oil tankers is listed, and the main problems are listed, such as the lack of responsibility of some crew members, the unskilled use of equipment, and the lack of sober emergency procedures. The ship's results and equipment are out of date, some of them are aging, and some of them even lose their proper functions. With the increase of the ship's service year, the strength and sealing of the ship will also be affected, and oil spills will occur from time to time. Then, the shipping companies will be discussed separately. There are many risk analysis models in FSA. The risk assessment model based on asset vulnerability is used in this paper, which can be used for qualitative analysis. The risk of various types of risks can also be calculated quantitatively. The membership function of the model does not need complicated calculation and is simple and practical. Finally, according to the different influencing factors and the result of risk analysis, the decision and suggestion of oil tanker operation safety are given, respectively, when the responsibility of the personnel is not strong, the business quality is not strong, the hull structure is defective, the ship service time is too long. The company management is not perfect and the supervision department is not strict and so on gives the corresponding decision and suggestion respectively.
