石化企业铁路运输系统中内燃机车输送安全评价与研究

【摘要】:内燃机车是石化企业铁路运输的重要设备,一些石化企业对铁路运输的投入受到限制,企业铁路部门的安全管理系统不完善,事故隐患引人关注。针对存在的问题,有必要对企业铁路内燃机车运用风险进行分析和有效的安全评价,并结合先进的安全管理方法,研究相应的安全管理对策。 本文结合吉林石化公司铁路内燃机车运用实际情况,以安全评价理论为技术支持开展安全评价。选取国家铁路发生的与内燃机车运用相关的事故案例,对事故事件发生的原因进行分析,研究发现影响内燃机车运用事故事件发生的人员因素、设备因素、环境因素、管理因素等四方面因素。在对企业内燃机车运用中发生的事故事件总结的基础上,采用事故树的方法对影响内燃机车运用安全的危险因素进行了系统地辨识和分析,本文将四方面因素作为准则层构建安全评价指标体系。系统指标层评价指标共计30个,以构建的内燃机车运用安全评价模型为基础,应用层次分析法对各层次各指标的权重进行计算。结果表明,人员责任心权重系数最大,即人员责任心最重要。结合企业管理的实际情况,应用安全检查表法对各指标的安全可靠程度进行了分析,采用模糊综合评价法对内燃机车运用一级、二级指标的各系统的安全性进行了评价。通过对内燃机车运用管理的安全评价,发现了安全管理中存在的问题,提出了理顺管理机制、强化安全管理责任落实、提高安全预防能力等建议。
[Abstract]:Diesel locomotives are important equipment for railway transportation in petrochemical enterprises. Some petrochemical enterprises have limited investment in railway transportation, the safety management system of railway departments in enterprises is not perfect, and the hidden trouble of accidents attracts attention. In view of the existing problems, it is necessary to analyze the operational risks and effective safety evaluation of railway diesel locomotives in enterprises, and to study the corresponding safety management countermeasures combined with advanced safety management methods. Combined with the actual application of railway diesel locomotives in Jilin Petrochemical Company, the safety evaluation theory is taken as the technical support to carry out safety evaluation. Selecting the accident cases related to the operation of diesel locomotives in the national railway, and analyzing the causes of the accidents, the author finds out the personnel factors, equipment factors and environmental factors that affect the accidents of diesel locomotives. Management factors and other four factors. Based on the summary of the accident events in the operation of diesel locomotives in enterprises, the risk factors affecting the safety of diesel locomotives are systematically identified and analyzed by the method of accident tree. In this paper, four factors are taken as the criterion layer to construct the index system of safety evaluation. There are 30 evaluation indexes in the system index layer. Based on the safety evaluation model of diesel locomotives, the weight of each index is calculated by the analytic hierarchy process (AHP). The results show that the weight coefficient of responsibility is the largest, that is, the responsibility of personnel is the most important. Combined with the actual situation of enterprise management, the safety reliability degree of each index is analyzed by the method of safety check table, and the safety of each system of the first and second grade indexes of diesel locomotive is evaluated by fuzzy comprehensive evaluation method. Based on the safety evaluation of diesel locomotive operation management, the problems in safety management are found, and some suggestions are put forward, such as straightening out the management mechanism, strengthening the implementation of safety management responsibility and improving the safety prevention ability.
