【摘要】:根据铁路危险货物运输管理的相关规定,新增危险货物品类、改变危险货物运输包装、新建或改建大型铁路危险货物运输项目立项前,须由专业技术机构做运输安全综合分析,并提出研究报告。铁路危险货物运输安全综合分析是对铁路货运办理站、专用线或载运工具进行的运输安全综合分析,在铁路危险货物运输安全管理体系中具有关键作用,然而目前尚缺乏关于铁路危险货物运输安全综合分析的研究,且铁路危险货物运输安全综合分析亦没有形成规范统一的模式,其具体内容、主要方法以及采用的检测技术及手段也缺乏科学依据和细化标准。上述种种问题给铁路危险货物的运输安全带来隐患,难以保证铁路危险品货物的安全运输。 为提高铁路危险货物运输安全综合分析的质量,使其结果更加科学化、系统化、具体化,本文对铁路危险货物运输安全综合分析进行研究,主要包括以下四个方面:第一,结合现场实际情况,根据铁路危险货物运输中存在的危险性因素,以及不同的综合分析条件,对危险货物运输安全综合分析的种类进行划分,且对每个类别的分析内容进行细分;第二,通过现场调研及对相关文献资料的检索,依据铁路危险货物安全运输的相关规定,对铁路危险货物运输安全综合分析的技术方法进行研究,包括检测技术手段和分析方法;第三,根据铁路危险货物运输安全综合分析的内容和技术方法,建立铁路危险货物运输安全综合评价模型,并通过合理的综合分析步骤,完善铁路危险货物运输安全综合分析模式。第四,具体案例应用,对安全综合分析的对象进行综合评价,验证该研究成果的可行性。通过本文研究,,对铁路危险货物运输安全综合分析模式进行规范和完善,不仅能够使危险货物运输安全综合分析有章可循,更能够使危险货物运输安全综合分析研究报告标准化。
[Abstract]:According to the relevant regulations of railway dangerous goods transport administration, before the establishment of a new category of dangerous goods, changing the transport packaging of dangerous goods, or establishing or rebuilding a large-scale railway transport project for dangerous goods, the professional and technical organizations shall conduct a comprehensive analysis of transport safety. And put forward the research report. The comprehensive analysis of railway dangerous goods transportation safety is a comprehensive analysis of the transport safety of railway freight transport stations, special lines or conveyors, which plays a key role in the railway dangerous goods transportation safety management system. However, there is still a lack of research on the comprehensive analysis of the transport safety of railway dangerous goods, and the comprehensive analysis of the transport safety of railway dangerous goods has not formed a standardized and unified model. The main methods as well as the adopted detection techniques and means are also lack of scientific basis and refinement standards. These problems bring hidden trouble to the transportation safety of railway dangerous goods, and it is difficult to ensure the safe transportation of railway dangerous goods. In order to improve the quality of railway dangerous goods transportation safety comprehensive analysis and make the results more scientific, systematic and concrete, this paper studies the railway dangerous goods transportation safety comprehensive analysis, mainly including the following four aspects: first, Combined with the actual situation on the spot, according to the dangerous factors existing in the transportation of dangerous goods in railway and the different comprehensive analysis conditions, the types of the comprehensive analysis of the safety of transport of dangerous goods are classified. And the analysis content of each category is subdivided. Secondly, through field investigation and retrieval of relevant literature, according to the relevant provisions of the safe transport of dangerous goods, This paper studies the technical methods of comprehensive analysis of railway dangerous goods transportation safety, including the technical means of inspection and analysis; third, according to the contents and technical methods of the comprehensive analysis of railway dangerous goods transport safety, The comprehensive evaluation model of railway dangerous goods transportation safety is established, and the comprehensive analysis model of railway dangerous goods transportation safety is improved through reasonable comprehensive analysis steps. Fourth, the application of specific cases, comprehensive evaluation of the object of comprehensive safety analysis, to verify the feasibility of the research results. Through the research of this paper, the comprehensive analysis mode of railway dangerous goods transportation safety can be standardized and perfected, which can not only make the comprehensive analysis of dangerous goods transportation safety have rules to follow.
