煤矿救援事故不安全动作原因研究

【摘要】:为了减少和预防煤矿救援事故的发生,采用事故统计与分析的方法对煤矿应急救援过程中发生的事故进行了研究。对2000—2015年间发生的25起较大及以上救援事故进行研究,结果表明:导致事故的主要作业类型为瓦斯爆炸事故救援和火灾事故救援,造成人员伤亡的主要原因是中毒窒息和爆炸波冲击。为了进一步发现煤矿救援事故中具体原因,以事故致因"2-4"模型为分析工具,对描述较详细的12起事故中的不安全动作原因进行研究,结果表明:减少不安全动作的首要任务是治理违章动作;治理违章首先要减少操作中"进入灾区所带装备不足"和指挥中"未制定严密处理方案和安全技术措施"等高频不安全动作。
[Abstract]:In order to reduce and prevent the occurrence of coal mine rescue accident, the accident occurred in the process of coal mine emergency rescue was studied by means of accident statistics and analysis. In this paper, 25 large rescue accidents occurred between 2000 and 2015 were studied. The results show that the main types of operations leading to the accidents are gas explosion rescue and fire accident rescue. The main causes of casualties are toxic asphyxia and blast shock. In order to further find out the specific causes of coal mine rescue accidents, using the accident cause "2-4" model as an analytical tool, the causes of unsafe actions in 12 accidents are described in detail. The results show that the first task to reduce unsafe action is to control the illegal action; To deal with violations of regulations, we must first reduce the high frequency unsafe actions such as "insufficient equipment brought into the disaster areas" in operation and "failure to formulate strict handling plans and safety technical measures" in command.
