京津冀铁路安全协同管理模式研究

【摘要】:研究目的:安全是铁路发展的生命线,京津冀铁路一体化必须重视安全管理。通过梳理我国铁路安全管理法规体系,分析北京、天津、河北铁路安全管理现状,借鉴发达国家优秀的政府管理经验,探讨符合我国国情和京津冀发展实际的铁路安全一体化协同管理模式。研究结论:(1)北京、天津、河北三地地方铁路的政府监管参差不齐,河北省铁路管理政府职能交叉、难以形成合力,京津两地政府监管相对缺失;(2)美国特别强调铁路安全风险管理,日本则特别关注对从业人员和企业制度建设的监督,欧盟的跨地区铁路管理权责清晰、分工明确,而我国的铁路安全管理在风险管理上相对薄弱,在对企业的监管上还没有实现全程监管;(3)京津冀铁路安全一体化协同管理应健全地方法规、完善组织结构、明确各方权责、提升规制效率;(4)本研究结论可为京津冀交通一体化发展参考。
[Abstract]:Research purpose: safety is the lifeline of railway development, Beijing, Tianjin and Hebei railway integration must attach importance to safety management. By combing the system of railway safety management laws and regulations in China, analyzing the present situation of railway safety management in Beijing, Tianjin and Hebei, and drawing lessons from the excellent government management experience of developed countries, This paper discusses the cooperative management mode of railway safety integration in line with the actual situation of China and the development of Beijing, Tianjin and Hebei. The research conclusions are as follows: (1) the government supervision of the three local railways in Beijing, Tianjin and Hebei is uneven, and the government functions of railway management in Hebei Province are intersected, so it is difficult to form a resultant force. There is a relative lack of government supervision in Beijing and Tianjin; (2) the United States places special emphasis on railway safety risk management, while Japan pays particular attention to the supervision of employees and enterprise system construction. The EU has clear powers and responsibilities for cross-regional railway management and a clear division of labor. But the railway safety management in our country is relatively weak in the risk management, and has not realized the whole process supervision in the supervision of the enterprise; (3) the cooperation management of the Beijing-Tianjin-Hebei railway safety integration should perfect the local laws and regulations, perfect the organization structure, clarify the rights and responsibilities of all parties. Enhance the efficiency of regulation; (4) the conclusion of this study can be used as a reference for the integration of Beijing, Tianjin and Hebei.
