商场第三方火灾隐患排查模式研究

【摘要】：商场火灾事故一直是社会关注的焦点之一，要想彻底地预防商场火灾事故的发生，就必须从消除火灾隐患方面着手。然而，传统的火灾隐患排查主要是以人的注意力、凭借个人经验为主的排查检查方式，容易出现遗漏、走形式、检查效率低下等问题。为了尽力弥补传统的商场火灾隐患排查存在的不足，做好事故与风险的提前预防与控制，把火灾事故消灭在萌芽状态，将火灾事故发生率控制在一个可接受的范围，切实保障商场的消防安全。 首先，在本文中，构建了商场第三方火灾隐患排查模式，该模式是指在商场的火灾隐患管理过程中，成立一个独立于商场与政府之外的第三方专业火灾隐患排查机构，，通过科学化、专业化、技术化、规范化的排查流程和方法，采用先进的检测仪器设备，对商场进行火灾隐患排查，同时为商场火灾隐患管理提供专业的安全技术服务与指导。此模式存在以下优点：（1）第三方独立于商场与政府，在商场火灾隐患排查过程中比较公平公正；（2）具有复合型人才或专业人士组成的团队；（3）借助先进科学的检测仪器设备；（4）排查具有流程化，排查方法、方案科学；（5）运行PDCA持续改进模式。 其次，对西单文化广场火灾隐患管理现状进行调研，归纳出西单文化广场现行的火灾隐患排查方式存在的不足。在西单文化广场应用本文中所构建的商场第三方火灾隐患排查模式，具体步骤及流程为：签订合同-前期策划-实施和汇总分析-整改隐患-复查。通过第三方定期对西单文化广场进行火灾隐患排查并编制隐患排查报告，西单文化广场根据隐患排查报告并在第三方的监督和指导下进行隐患整改，第三方再对隐患整改情况展开全面复查并得到复查报告，然后再进行排查，整改，再复查的循环。 最后，实践证明，此种第三方火灾隐患排查模式，有利于西单文化广场全面、准确、客观地排查出火灾隐患，在排查出隐患的前提下采取有效整改措施，尽最大限度消除隐患，同时给西单文化广场在消防安全管理方面的决策和改善提供科学依据，提高商场消防安全管理水平。
[Abstract]:The fire accident of shopping mall is always one of the focal points of the society. In order to prevent the occurrence of the fire accident in the market thoroughly, we must start from eliminating the hidden danger of fire. However, the traditional fire hazard detection is mainly based on the attention of people, relying on personal experience, easy to appear omission, form, inefficient inspection and other problems. In order to make up for the shortcomings of the traditional fire hazard investigation in shopping malls, the prevention and control of accidents and risks in advance, the elimination of fire accidents in the bud and the control of the incidence of fire accidents in an acceptable range are done well. Ensure the fire safety of shopping malls. First of all, in this paper, the third party fire hazard detection model is constructed, which refers to the establishment of a third-party professional fire hazard investigation organization independent of the market and the government in the management process of the fire hazard. Through the scientific, professional, technical and standardized check flow and method, adopting the advanced testing instruments and equipments, the fire hidden trouble of the shopping mall is investigated, and the professional safety technical service and guidance are provided for the management of the fire hidden danger in the mall at the same time. This model has the following advantages: (1) the third party is independent of the market and the government, and is fair and just in the process of investigating the hidden danger of the market fire; (2) the team with compound talents or professionals; (3) with the help of advanced scientific testing instruments and equipment; (4) investigation has the following characteristics: flow, method and scheme science; (5) continuous improvement mode of running PDCA. Secondly, the current situation of fire hazard management in Xidan Culture Square is investigated, and the shortcomings of the existing fire hidden danger investigation method are summarized. In Xidan Cultural Square, the model of third-party fire hazard investigation in this paper is applied. The concrete steps and processes are as follows: signing contract-early planning-implementation and summary analysis-rectification hidden danger-reexamination. Through a third party to regularly investigate the hidden fire hazards of Xidan Cultural Square and compile the hidden danger investigation report, the Xidan Cultural Square, according to the hidden danger investigation report and under the supervision and guidance of the third party, will correct the hidden danger. Third party to carry out a comprehensive review of hidden trouble correction and get a review report, and then carry out a review, rectification, and review of the cycle. Finally, practice has proved that this kind of third-party fire hazard investigation mode is conducive to the comprehensive, accurate and objective investigation of the fire hidden danger in Xidan Culture Square, and to take effective corrective measures to eliminate the hidden danger to the maximum extent possible. At the same time, it provides scientific basis for the decision-making and improvement of fire safety management in Xidan Cultural Plaza, and improves the management level of fire safety in shopping malls.
