内部性、多重道德风险与安全规制——基于内部小团体的视角

【摘要】："多重道德风险"概念的提出,基于内部性、双向道德风险与安全规制方面的已有研究。在相互联系的两个完全合约关系中,信息优势方(显性主体或隐性主体)可能会对不同缔约方都采取机会主义行为。在同质生产者与异质生产者两种情形下,当生产者(工作场所)安全和产品安全两种合约相互联系时,多重道德风险会引发内部性问题。从内部小团体视角出发,结合锦标赛、声誉、信息披露和内部人举报等情境,可以"机制设计"为抓手,调动"内部小团体"的积极性,解决多重道德风险内部性问题的安全规制问题。
[Abstract]:The concept of "multiple moral hazard" is put forward, based on internality, bidirectional moral hazard and safety regulation have been studied. In the two complete contract relationships, the dominant party (dominant or implicit subject) may take opportunistic behavior against different parties. In the case of homogeneous producer and heterogeneous producer, when producer (workplace) safety and product safety contract are interrelated, multiple moral hazard will lead to internal problems. From the perspective of internal small groups, combined with situations such as tournaments, reputation, information disclosure and insider reporting, "mechanism design" can be used to mobilize the enthusiasm of "internal small groups." To solve the internal problem of multiple moral hazard safety regulation.
