基于WSR方法论的石油企业安全生产应急管理研究

【摘要】:近年来,石油企业的生产事故频发,如重庆开县12.23井喷事故、渤海湾蓬莱19-3油田溢油事故等。这些重特大生产事故给石油企业、事故所在区域甚至是国家和社会都带来了严重的影响。石油企业一旦发生安全生产事故,往往会给企业自身带来巨大的损失,同时也会致使事故发生区域的空气面临被污染的可能,致使事故发生地的区域生态环境受到几难挽回的破坏,致使社会的难以正常运转、社会也趋于不稳定。因此,伴随着石油资源需求总量的逐年上升、石油勘探开发高峰的临近以及国际石油合作勘探开发力度的加大,如何更高效的确保并实现石油企业的安全生产、如何高效的应对石油企业的安全生产事故等问题,越来越成为石油企业安全管理的重点、社会关注的焦点以及研究的热点。 本文以物理-事理-人理(Wuli-Shili-Renli,简称WSR)系统方法论为基本研究方法,将研究对象确定为石油企业安全生产应急管理系统。具体来说,本文首先对WSR系统方法论的内涵进行了挖掘,以确保其对石油企业安全生产应急管理系统的适用性。其次,结合我国《安全生产法》、《突发事件应对法》、《安全生产应急管理“十二五”规划》等法律、法规的有关要求和规定,分析了我国石油企业现阶段安全生产应急管理的现状及其面临的挑战。再次,提出了石油企业安全生产应急管理系统,并论证了该系统的系统性。然后分别界定了石油企业安全生产应急管理中的物理、事理和人理3个方面的因素。从客观规律、现场状况2个方面界定了物理因素,分析了全生命周期应急管理中的事理因素,并将人理区分为人自身的问题以及人与人之间的关系问题2个方面。最后,在此基础上,分别从石油企业安全生产应急管理中的物理、事理、人理3个方面针对性地提出了对策建议。
[Abstract]:In recent years, the production accidents of petroleum enterprises occur frequently, such as 12.23 blowout accident in Kaixian of Chongqing, oil spill accident in Penglai 19-3 oil field in Bohai Bay, etc. These major production accidents have brought serious impact to oil enterprises, the region and even the country and society. Once a safety accident occurs in an oil enterprise, it will often bring huge losses to the enterprise itself, and at the same time, it will also cause the air in the area where the accident occurs to be polluted. As a result, the regional ecological environment of the accident site is damaged by some irreparable damage, which makes the society difficult to run normally and the society tends to be unstable. Therefore, with the increase of the total oil resource demand year by year, the peak of oil exploration and development is approaching and the intensity of international oil exploration and development is increasing, how to ensure and realize the safety production of petroleum enterprises more efficiently. How to efficiently deal with the safety accidents of oil enterprises has become the focus of safety management, the focus of social concern and the hot spot of research. In this paper, based on the methodology of Wuli-Shili-Renli, (WSR) system, the research object is defined as the emergency management system for production safety of petroleum enterprises. Specifically, this paper first excavates the connotation of the methodology of WSR system to ensure its applicability to the emergency management system of oil enterprise production safety. Secondly, in combination with the relevant requirements and regulations of the relevant laws and regulations of our country, such as the production Safety Law, the Emergency response Law, and the 12th Five-Year Plan for the Emergency Management of production Safety, The present situation and challenges of emergency management of production safety in Chinese petroleum enterprises are analyzed. Thirdly, the emergency management system of oil production safety is put forward, and the systematization of the system is demonstrated. Then it defines the physical, reasonable and human factors in the emergency management of production safety in petroleum enterprises. This paper defines physical factors from two aspects of objective law, field situation, analyzes the rational factors in the whole life cycle emergency management, and divides the human theory into two aspects: the problem of the individual and the problem of the relationship between the people. Finally, on the basis of this, the countermeasures and suggestions are put forward from three aspects of physics, principle and human theory in the emergency management of safety production in petroleum enterprises.
