LNG船舶进出青岛董家口港区安全风险研究

【摘要】:青岛液化天然气LNG (Liquefied Natural Gas, LNG)作为中国石化乃至山东省首个LNG接收站项目,其LNG船舶进出港及在泊作业的安全监管工作无论对于中国石化系统内还是山东省海事局均为一项崭新的课题。中国石化青岛LNG接收站项目具有项目“建管”一体的管理模式优势,可在原来研究的基础上完善“由建到用”全套的海事工作管理程序。 本文在作者日常工作积累的基础上,通过对董家口港区船舶交通状况的实际观测调查,近几年港口船舶记录的查阅与统计报表以及问卷调查,并对调查数据进行统计处理和分析,得出董家口港区进出口船舶的交通和事故的基本数据,针对LNG船舶顺利接卸对于接收站的安全、正常运行影响的重要性及LNG码头及船舶操作的高风险性,从船舶自身及自然条件、航道条件、交通流四个方面进行系统的风险辨识研究,运用Delphi专家调查法和层次分析法(Analytic Hierarchy Process, AHP)获取LNG船舶安全风险评价指标及相应权重,并分别运用模糊评判模型对LNG船舶安全风险展开评判,最后针对LNG船舶及码头风险,提出一套完善的LNG船舶安全措施。 本文的研究能为青岛LNG船舶进出董家口港区的安全监管、优化LNG船舶的通航环境、保障LNG船舶的航行安全提供一定的决策参考,同时对促进该地区经济的发展具有一定的现实意义。
[Abstract]:Qingdao liquefied natural gas (LNG (Liquefied Natural Gas, LNG) is the first LNG receiving station in Sinopec and even Shandong Province. The safety supervision of the LNG ships in and out of the port and in the berthing operation is a new subject for both Sinopec and Shandong Maritime Bureau. The project of Qingdao LNG receiving station of Sinopec has the advantage of "construction and management" integrated management mode, which can improve the whole set of maritime work management program "from construction to use" on the basis of the original research. Based on the accumulation of the author's daily work, through the actual observation and investigation of the vessel traffic situation in Dongjiakou Port area, this paper makes a survey of the port ship records in recent years, as well as the statistical reports and questionnaires. The basic data of traffic and accidents of import and export ships in Dongjiakou Port area are obtained by statistical processing and analysis of the investigation data. Aiming at the safety of the receiving station for the smooth connection and unloading of LNG ships, The importance of the influence of normal operation and the high risk of LNG wharf and ship operation are studied systematically from four aspects: the ship itself and the natural condition, the channel condition and the traffic flow. Delphi expert investigation method and Analytic hierarchy process (Analytic Hierarchy Process, AHP) are used to obtain the LNG ship safety risk evaluation index and corresponding weights, and the fuzzy evaluation model is used to evaluate the LNG ship safety risk. Finally, the LNG ship and wharf risk are analyzed. Put forward a set of perfect LNG ship safety measures. The research in this paper can provide a certain decision reference for the safety supervision of Qingdao LNG ships entering and leaving Dongjiakou Port area, optimizing the navigation environment of LNG ships and ensuring the navigation safety of LNG ships. At the same time to promote the economic development of the region has a certain practical significance.
