安全原理基本架构体系构建及效用提升研究

【摘要】:安全问题遍及人类生产、生活的各个方面。随着社会经济、科学技术的发展,人们逐渐认识到认知安全现象的重要性。安全原理作为人类从事各项安全活动的基本理论与指导策略,目前尚不完善,因而需要对其深入剖析以促进其理论体系的发展。本文首先探讨了国内外关于安全原理研究的现状。许多专家、学者经过多年的探索研究促进了安全原理的发展,然而目前仍存在很多问题:安全原理定义、属性及相关基础理论研究深度不够,原理组成混乱,基本框架、体系缺失等,使得安全原理无法充分发挥其效用。本文从安全的基本属性出发,分析研究了安全原理的基本属性,并以此为基础制定了安全原理的筛选原则;与安全相关的原理、理论遍及各个领域,基于安全原理筛选原则对安全相关原理进行筛选,最终选定22个原理作为安全原理的基本组成原理;深度剖析组成原理在安全原理理论体系中的地位及作用,在此基础上构建了安全原理基本架构体系并对其层次结构关系进行了说明,检验了该架构体系的合理性;与安全生产方针相结合,利用安全原理对安全生产方针加以解读,探究了安全生产方针制定的理论基础,肯定了安全原理基本架构体系用于指导安全生产的科学性。为使安全原理更好地发挥其效用,本文构建了多级事故树。在事故原因分析的基础上深入探究事故的衍化过程及方向,预先分析事故可能造成的后果。以事故树的顶上事件作为开端,以事故可能造成的后果进行纵向分支,根据事故后果严重程度进行横向分级,在事故树的基础上构建了多级事故树。引入影响度与严重度两个重要指标对多级事故树进行定量分析,创新了多级事故树的计算分析方法。多级事故树的应用是安全原理效用提升的一个重要方面,有助于指导人们有效地开展各项安全活动。
[Abstract]:Safety problems pervade all aspects of human production and life. With the development of social economy and science and technology, people gradually realize the importance of cognitive security phenomenon. As the basic theory and guiding strategy for human beings to engage in various security activities, the principle of safety is not perfect at present, so it is necessary to deeply analyze it in order to promote the development of its theoretical system. In this paper, the present situation of safety principle research at home and abroad is discussed. Many experts and scholars have promoted the development of safety principle after many years of exploration and research, but there are still many problems: the definition of safety principle, the research depth of attribute and related basic theory is not enough, the principle composition is confused, the basic framework, the system is missing and so on, which makes the safety principle unable to give full play to its effectiveness. Based on the basic attributes of safety, this paper analyzes and studies the basic attributes of safety principle, and on this basis, formulates the screening principle of safety principle, the theory related to safety pervades all over various fields, and selects 22 principles as the basic composition principle of safety principle based on the screening principle of safety principle. Based on the deep analysis of the position and function of the composition principle in the safety principle theory system, the basic architecture system of the security principle is constructed and its hierarchical structure relationship is explained, and the rationality of the architecture system is tested. Combined with the safety production policy, this paper interprets the safety production policy by using the safety principle, probes into the theoretical basis of the safety production policy formulation, and confirms the scientific nature of the safety principle basic architecture system used to guide the safety production policy. In order to make the safety principle give full play to its utility, a multi-level fault tree is constructed in this paper. Based on the analysis of the causes of the accident, the evolution process and direction of the accident are deeply explored, and the possible consequences of the accident are analyzed in advance. Taking the top event of the accident tree as the beginning, the longitudinal branch of the possible consequences of the accident is carried out, and the horizontal classification of the consequences of the accident is carried out according to the severity of the accident consequence, and the multi-level accident tree is constructed on the basis of the accident tree. Two important indexes, influence degree and severity, are introduced to quantitatively analyze the multi-level fault tree, and the calculation and analysis method of the multi-level fault tree is innovated. The application of multi-level fault tree is an important aspect to improve the utility of safety principle, which is helpful to guide people to carry out various safety activities effectively.
