【摘要】:自20世纪90年代以来,我国船舶制造业得到长足的发展。产业的竞争主要表现为产品的竞争,对产品起支撑作用的是科学技术,而掌握和运用科学技术的是人才。船舶制造业作为集劳动、资金、技术于一体的大型设备制造业,人才尤其是技能人才对其发展至关重要。随着船舶制造业的发展,技能人才在船舶经济建设中发挥着越来越重要的作用,其行业对技能人才的需求也在不断增加。然而由于各种因素的制约,技能人才的供给与船舶制造业对人才的实际需求之间存在很大缺口。供需不平衡以及现有的技能人才整体素质不高严重制约了船舶经济的快速发展,也影响了船舶企业竞争力的提高。 本文在这种背景下,对船舶制造业技能人才的供需现状进行分析,并对未来几年技能人才的供给和需求分别做出预测,最终为解决船舶制造业技能人才的供需矛盾提供科学合理的建议。 首先将容易混淆的相关概念进行界定,并对支撑本文的所有理论进行详细阐述,在此基础上对船舶制造业及船舶制造业技能人才特征及作用进行概述,分析技能人才对于船舶制造业发展的重要作用。运用定量分析与定性分析相结合的方法对船舶制造业技能人才队伍现状和劳动力市场对技能人才的需求进行详细分析,发现船舶制造业技能人才不仅在数量上严重短缺,在结构上也表现出失衡。究其原因,既有客观因素也有主观因素,既有经济因素也有教育因素和体制因素。 经过船舶制造业技能人才供需现状的分析,,运用灰色预测法和回归预测法等多种预测方法分别对2014-2018年船舶制造业技能人才的供给和需求进行预测。预测结果表明:2014-2018五年船舶制造业技能人才的供给为:269014.8人、297158.2人、326610.7人、357504.6人和389985.4人,需求为:424349.4人、464933.9人、508214.2人、554506.8人、604173.7人,计算其供需缺口为:155334.6人、167775.7人、181603.5人、197002.2人、214188.3人。由此可见,船舶制造业技能人才的供需缺口呈逐渐增大趋势。 针对船舶制造业技能人才存在的供需问题,包括数量不足与素质不高等问题,通过借鉴国外技能人才的培养经验,对船舶制造业技能人才的培养提出具体可行的建议,为最终实现船舶制造业技能人才供需数量与质量的平衡奠定坚实的基础。
[Abstract]:Since 1990s, the shipbuilding industry of our country has made great progress. The competition of the industry is mainly the competition of the products, and the supporting role of the products is science and technology. The master and application of science and technology is the talent. Ship manufacturing as a set of labor, capital, technology in one of the large-scale equipment manufacturing industry. With the development of shipbuilding industry, skilled talents play an increasingly important role in the economic construction of ships. The demand for skilled personnel in the industry is also increasing. However, due to the constraints of various factors. There is a big gap between the supply of skilled personnel and the actual demand for talents in shipbuilding industry. The imbalance of supply and demand and the low overall quality of existing skilled personnel seriously restrict the rapid development of ship economy. It also affects the competitiveness of shipping enterprises. In this context, this paper analyzes the supply and demand of skilled personnel in the shipbuilding industry, and forecasts the supply and demand of skilled personnel in the next few years. Finally, scientific and reasonable suggestions are provided for solving the contradiction between supply and demand of skilled personnel in shipbuilding industry. First of all, we define the related concepts that are easy to confuse, and elaborate all the theories that support this paper, and then summarize the characteristics and functions of shipbuilding industry and shipbuilding skilled personnel. This paper analyzes the important role of skilled personnel in the development of shipbuilding industry. The present situation of skilled personnel in shipbuilding industry and the demand for skilled personnel in labor market are analyzed in detail by using the method of combining quantitative analysis and qualitative analysis. Analysis. It is found that there is not only a serious shortage of skilled personnel in the shipbuilding industry, but also a structural imbalance, which is caused by both objective and subjective factors, as well as economic factors, educational factors and institutional factors. Through the ship manufacturing industry skilled personnel supply and demand situation analysis. The grey forecast method and regression forecast method are used to forecast the supply and demand of skilled personnel in the shipbuilding industry from 2014 to 2018. The results show that:. The supply of skilled personnel in the shipbuilding industry for 2014-2018 is: 269014.8. There were 297158.2 people, 326610.7, 357504.6 and 389985.4, and the demand was: 424349.4, 464933.9. The gap between supply and demand of 508214.2 persons, 554506.8, 604173.7, was calculated to be: 1 155334.6, 167775.7, and 1816 03.5. 197002.2 people, 214188.3. It can be seen that the gap between supply and demand of skilled personnel in shipbuilding industry is gradually increasing. In view of the supply and demand problems of skilled personnel in shipbuilding industry, including the shortage of quantity and the low quality, the training experience of foreign skilled personnel is used for reference. This paper puts forward some concrete and feasible suggestions for the training of skilled personnel in shipbuilding industry, which lays a solid foundation for realizing the balance between quantity and quality of supply and demand of skilled personnel in shipbuilding industry.
