国际船员的适任性综合评价研究

【摘要】:运输事业在国家经济发展中起着重要的作用,其中海上运输事业更是有着重中之重的地位。但是伴随着海上运输的迅速发展,海上交通事故也层出不穷。在对海上事故原因进行分析后发现,有很大一部分事故是由于船员的大意疏忽,工作失误,或管理人员对船员的管理不善而造成的。 船员作为海上航行安全的重要影响因素之一,越来越受到人们的关注。为此,国际劳工组织(ILO)于1958年出台了《1958年船员身份证明公约》(SID公约),在1978年,国际海事组织(IMO)又出台了《1978年海员培训、发证和值班标准国际公约》(STCW公约),对船员的适任内容,适任要求,以及适任标准进行详细规定,以达到提高船员的各方面水平的目的,使得船员符合现行的国际船员适任标准。 本文就船员的适任性进行综合评价。首先,在明确不同部门,不同级别船员的职责与适任要求的基础上,对船员的适任性的影响因素进行分析,将众多影响因素概括为船员的业务水平,思想素质,心理素质和生理素质等四个方面,全面地构建船员的适任性的评价指标体系,并且通过层次分析的方法确定各个适任性评价指标的权重系数。最后运用模糊综合评价的方法对船员的适任性给予综合评价。 对船员的适任性的有效合理的评价有利于船公司及其他航运企业的船员管理人员了解船员是否适合任职,为船员管理人员选拔船员,评价船员方面提供了理论依据。从长远的角度来看,也有助于减少由于人为因素造成的海难事故数,提升海上运输的安全保障水平。
[Abstract]:Transportation plays an important role in national economic development, among which maritime transport plays an important role. However, with the rapid development of maritime transport, maritime traffic accidents also emerge in endlessly. After analyzing the causes of the marine accidents, it is found that a large part of the accidents are caused by the carelessness of the crew members, the working errors, or the mismanagement of the crew members by the management staff. As one of the important factors affecting the safety of maritime navigation, crew members have attracted more and more attention. To this end, the International Labour Organization (ILO) published the 1958 Convention on the Identification of Seafarers in 1958 and the Sid Convention. In 1978, the International Maritime Organization (IMO) also introduced the International Convention on Standards of training, Certification and Watchkeeping for Seafarers, 1978. The requirements of suitability and the standards of suitability shall be specified in detail to achieve the purpose of raising the standards of crew members in all respects and to bring them into conformity with the existing international standards of competency of crew members. This paper makes a comprehensive evaluation on the suitability of crew members. First of all, on the basis of defining the duties and requirements of crew members of different departments and ranks, this paper analyzes the influencing factors of seamen's suitability and willfulness, and generalizes many influencing factors as the professional level and ideological quality of crew members. In the four aspects of psychological quality and physiological quality, the evaluation index system of seamen's suitability for captivity is constructed, and the weight coefficient of each suitable willful evaluation index is determined by the method of analytic hierarchy process (AHP). Finally, the method of fuzzy comprehensive evaluation is used to evaluate the suitability of crew. An effective and reasonable evaluation of the suitability of crew members is helpful for the crew management of shipping companies and other shipping enterprises to understand whether the crew is suitable for service, and to provide a theoretical basis for the selection of crew members and the evaluation of crew members. In the long run, it also helps to reduce the number of accidents caused by human factors and to improve the level of safety and security of maritime transportation.
