海上油田作业人员并入SPS规则中特殊人员的可行性分析

【摘要】：文章分析了目前以倒班功能为主的海洋石油支持船在运送海上作业人员的现状和存在的问题,梳理了《特殊用途船舶安全规则》中对特种用途船舶和特殊人员的定义及要求,从公约规范要求、倒班船舶与海上油田作业人员的载运能力分析和实际操作三个层面对海上油田作业人员并入《特殊用途船舶安全规则》中特殊人员进行可行性分析。建议将倒班船舶运送的海上作业人员按照特殊人员对待,解决目前海上油田倒班压力严重的突出问题,保障海上油气开采的安全合理高效运行。
[Abstract]:This paper analyzes the present situation and existing problems of the offshore oil support ship which mainly uses shift functions to transport the personnel at sea, and combs the definition and requirements of the special purpose ship and special personnel in the Safety Code for Special purpose ships. According to the requirements of the convention, the feasibility analysis of carrying capacity and practical operation of shift ships and operators of offshore oil fields is carried out on the basis of the incorporation of special personnel into the Safety Code of Special purpose ships. It is suggested that the marine operators transported by shift ships should be treated in accordance with special personnel to solve the serious problems of shift pressure in offshore oil fields at present and ensure the safe, reasonable and efficient operation of offshore oil and gas production.
