数字化变电站继电保护以及远方操作的信息安全及防护研究

【摘要】:随着我国经济建设步伐的加快,电网的规模也在成倍的增加。电网规模的快速增加必然带来电网运行方式的频繁调整,继电保护装置操作工作量迅速增加。在这种形势下,传统的对继电保护装置的就地停电操作模式显然必须由一种更先进,更智能的方式取代,才能适应智能电网以及数字化变电站建设的发展。面对继电保护就地操作工作的巨大压力,继电保护的远方操作控制成了必然发展的趋势。这将大大降低变电站操作人员的工作压力,提高变电站运行效率和自动化水平。但是继电保护一旦实现远方操作,势必造成继电保护装置中重要信息全部暴露于通信网络。同时,近几年因网络攻击导致的电网事故频繁发生,因此受到信息安全的忌惮,继电保护远方操作尚未能大面积推广。面对以上迫切需要解决的工程问题,本文首先对继电保护远方操作的内容进行了描述,对实现继电保护远方操作所面临的网络安全问题,进行了详细的分析,并提出相应的防护策略。然后把变电站内外发起的涉及继电保护装置运行变更及维护的所有操作统一纳入严格的闭环业务管控。并提出了调控中心统一签发远方操作操作票,变电站继电保护操作信安模块(SOMR)惟一执行的闭环监管机制,对操作票下达的流程,以及远方操作继电保护在线管控的流程进行了详细的设计。同时为了防止变电站过程层原始数据遭受破坏,提出了现条件下变电站过程层与SMV原始报文安全传输的网络攻击检测与取证策略;并在变电站建立就地SMV网络攻击检测取证模块(SVDE),并结合工程实际设计了多重检测算法,最后利用OPENT网络仿真软件对SVDE模块传输的实时性进行了仿真验证。本文针对数字化变电站继电保护以及远方操作的信息安全及防护研究,对未来继电保护远方操作的实现以及数字化变电站的建设有一定的意义和价值。
[Abstract]:With the acceleration of economic construction in our country, the scale of power grid is increasing exponentially. The rapid increase of power grid scale will inevitably bring about frequent adjustment of power grid operation mode, and the operation workload of relay protection device will increase rapidly. The traditional operation mode of local blackouts for relay protection devices must obviously be replaced by a more advanced and intelligent way. In order to adapt to the development of smart grid and digital substation construction. Remote operation control of relay protection has become an inevitable development trend. This will greatly reduce the working pressure of substation operators and improve substation operation efficiency and automation level. It is bound to cause all important information in the relay protection device to be exposed to the communication network. At the same time, in recent years, the power network accidents caused by the network attacks have occurred frequently, so they are feared by the information security. The remote operation of relay protection has not been widely popularized. In the face of the above urgent engineering problems, this paper first describes the content of remote operation of relay protection, and discusses the network safety problems in realizing remote operation of relay protection. A detailed analysis was carried out. Then, all operations initiated inside and outside the substation involving the operation change and maintenance of relay protection device are brought into strict closed-loop business control, and the control center issues the remote operation ticket uniformly. The only closed-loop supervision mechanism implemented by the substation relay protection operation letter and security module, the process of issuing the operation order, And the remote operation relay protection online control process is designed in detail. Meanwhile, in order to prevent the original data of the process layer of the substation from being destroyed, This paper puts forward the network attack detection and forensics strategy for the process layer of substation and the secure transmission of the original SMV message under the present condition, and establishes the local SMV network attack detection and evidence collection module in the substation, and designs the multiple detection algorithm combined with the engineering practice. Finally, OPENT network simulation software is used to simulate the real-time transmission of SVDE module. This paper studies the information security and protection of digital substation relay protection and remote operation. It has certain significance and value for the future remote operation of relay protection and the construction of digital substation.
