我国电力产业技术创新效率评价及影响因素研究

【摘要】:电力产业是我国国民经济的基础支柱产业,其技术创新效率对国家的技术水平的发展起着举足轻重的作用,故电力产业的技术创新情况受到了社会各界的广泛关注。然而与世界发达国家相比,我国的电力产业技术创新程度还有待提高。因此,探究我国电力产业技术创新效率及其影响因素是当今经济发展所面临的主要课题。技术创新效率是衡量一个产业技术创新要素的利用程度和技术创新的产出数量重要指标,是研究一个产业科研人员配置、经费投入比例是否合理的一个重要参考。对技术创新过程的效率进行合理的评价与分析,有利于创新主体对技术创新投入资源的利用情况和产出能力的具体情况有一个客观的认识,从而找出投入产出效率低的原因,进一步对技术创新要素进行优化配置。为了更好的分析我国现阶段电力产业技术创新程度,找出资源配置的不足,制定相关的改进政策。本文运用产业技术创新效率理论,研究我国电力产业技术创新情况,分析当前电力产业的技术创新资金、科研人员配置等技术创新要素投入情况,从而发现当前电力产业技术创新存在的问题。本文在已有文献学习的基础上,从技术创新效率理论出发研究我国电力产业问题。首先,本文结合技术创新效率理论和我国电力产业发展的特点与产业创新的实际情况,构建了我国电力产业技术创新效率评价指标体系。其次应用因子分析法(Data Reduction Factor,DRF)将多个投入、产出指标归并、提炼成若干个具有明确经济意义的公共因子。第三,运用数据包络(DEA)模型对2005-2014年我国电力行业技术创新效率进行评价,指出DMU非有效的原因,从技术创新效率理论出发解释评价结果。同时,本文总结归纳出对我国电力产业技术创新效率产生影响的因素,利用灰色关联分析法(Grey Relational Analysis,GRA)对我国电力产业的技术创新效率和影响因素之间的关联程度进行判断,以此为基础,利用Tobit回归模型分析各影响因素对我国电力产业技术创新效率的影响情况。最后,本文结合研究结论,提出改进和提升我国电力产业技术创新效率的建议。
[Abstract]:The electric power industry is the basic pillar industry of our national economy, and its technological innovation efficiency plays an important role in the development of the country's technological level. Therefore, the technological innovation of the electric power industry has received extensive attention from all walks of life. However, compared with the developed countries in the world, the degree of technological innovation in our country still needs to be improved. It is the main task of economic development to probe into the efficiency of technological innovation of electric power industry of our country and its influencing factors. The efficiency of technological innovation is an important index to measure the degree of utilization of technological innovation elements and the output quantity of technological innovation in an industry. It is an important reference to study whether the allocation of scientific research personnel in an industry and the proportion of expenditure are reasonable. The efficiency of the technological innovation process is evaluated and analyzed rationally. It is beneficial for the innovation subject to have an objective understanding of the utilization of the technical innovation input resources and the specific situation of the output ability, so as to find out the reasons for the low input-output efficiency. In order to better analyze the technological innovation degree of electric power industry in our country at present, find out the shortage of resource allocation, and formulate the relevant improvement policy, this paper applies the theory of industrial technological innovation efficiency. To study the technological innovation situation of China's electric power industry, to analyze the investment situation of the technological innovation elements of the current electric power industry, such as the technical innovation funds, the allocation of scientific research personnel, and so on. On the basis of the existing literature, this paper studies the problems of electric power industry in our country based on the theory of technological innovation efficiency. First of all, the paper studies the problems of electric power industry in our country from the point of view of the theory of efficiency of technological innovation. Based on the theory of technological innovation efficiency and the characteristics of electric power industry development in China and the actual situation of industrial innovation, this paper constructs the evaluation index system of technical innovation efficiency of power industry in China. The output index is merged into several public factors with definite economic significance. Thirdly, the efficiency of technical innovation in China's electric power industry from 2005 to 2014 is evaluated by using the data Envelopment Dea model, and the reasons why DMU is not effective are pointed out. At the same time, this paper summarizes the factors that affect the technological innovation efficiency of China's electric power industry. Grey Relational Analysis (GRAA) is used to judge the degree of correlation between technological innovation efficiency and influencing factors of China's electric power industry. Tobit regression model is used to analyze the influence of various factors on the technical innovation efficiency of China's electric power industry. Finally, combining with the research conclusions, this paper puts forward some suggestions for improving and improving the efficiency of technical innovation of China's electric power industry.
