脱硝超低排放运行中的风险管理研究

【摘要】:风险管理在企业的管理中起着重要的作用。随着中国的经济发展进入新常态,火电行业发展的外部环境也发生了巨大的变化。既包括更加严厉的环保法规的出台,也包括社会用电量的减少。外部环境的变化要求火电企业必须强化企业的内部管理,依靠管理提升企业的效益。而风险管理正是企业管理中重要的方面。本文首先介绍了超低排放改造的概念和背景,指出超低排放改造是中国火电企业的必由之路。超低排放改造工程,不仅实现了煤炭的清洁使用,更重要的意义在于,超低排放改造工程,是中国能源革命的重要环节,为政府推动电能替代计划打下了良好的基础。分析火电企业的超低排放风险管理问题对于火电企业良性发展有着积极的意义。本文旨在对脱硝超低排放运行中的风险进行风险管理研究。运用了内容分析法、统计推论法、风险评估系图法、深度访谈法、SWOT分析法等多种方法对脱硝产业超低排放的国内外现状进行研究,发现了脱硝超低排放风险管理中存在的问题。通过对H电厂6号机组脱硝超低排放管理中存在的风险因素进行风险识别,将识别出的各种风险进行分类。在风险识别的基础上,对脱硝超低排放运行中的各类风险进行了风险分析。研究结果表明,应当对H电厂6号机组脱硝超低排放管理中存在的风险问题采用风险管理的策略工具对存在的风险进行风险应对,合理降低H电厂6号机组超低排放管理中存在的风险。并采用关键风险指标管理的方法,对H电厂6号机组超低排放管理中存在的风险进行风险监控,减少和降低超低排放管理中可能存在的风险。论文研究发现,将风险管理的理论应用到脱硝超低排放管理中,对脱硝超低排放风险的应对和防范将起到积极的作用,公司的治理层应加强企业的风险文化建设,在企业中推行全面风险管理。本文将对脱硝超低排放管理的实践提供指导和借鉴作用。
[Abstract]:Risk management plays an important role in the management of enterprises. As China's economic development enters the new normal, the external environment for the development of thermal power industry has also undergone tremendous changes. It also includes the reduction of social electricity consumption. Changes in the external environment require thermal power enterprises to strengthen their internal management. Depending on management to improve the efficiency of enterprises. Risk management is an important aspect of enterprise management. This paper first introduces the concept and background of ultra-low emission transformation. It is pointed out that the transformation of ultra-low emission is the only way for thermal power enterprises in China. The project of ultra-low emission not only realizes the clean use of coal, but also has more important significance in the transformation of ultra-low emission, which is an important link of China's energy revolution. The analysis of ultra-low emission risk management of thermal power enterprises has positive significance for the benign development of thermal power enterprises. Risk management research. The content analysis method is used. Statistical inference method, risk assessment system map method, depth interview method and SWOT analysis method are used to study the domestic and foreign situation of ultra-low emission in denitrification industry. The problems in risk management of ultra low emission of denitrification are found. By identifying the risk factors existing in the management of ultra low emission of denitrification in Unit 6 of H Power Plant, the identified risks are classified. The risk analysis of various kinds of risks in the operation of ultra-low emission of denitrification is carried out. The risk problems existing in the management of ultra low denitrification emissions of Unit 6 in H Power Plant should be dealt with by using the strategic tool of risk management. The risk existed in the management of ultra-low emission of unit 6 in H power plant is reasonably reduced, and the risk monitoring in the management of ultra low emission of unit 6 in H power plant is carried out by using the method of key risk index management. This paper finds that applying the theory of risk management to the management of ultra-low emission of denitrification will play a positive role in coping with and preventing the risk of ultra-low emission of denitrification. The management layer of the company should strengthen the construction of the risk culture of the enterprise and carry out the overall risk management in the enterprise. This article will provide the guidance and the reference function to the practice of the management of ultra low emission of denitrification.
