计及全寿命周期风险效能成本的高压配电网规划方案评价

【摘要】:高压配电网是连接输电网和中压配电网的重要环节,其规划方案的合理与否将直接影响电网系统整体的安全性、可靠性、电能质量以及电网的经济效益和社会效益。因此,深入研究高压配电网规划方案评价方法,实现最优决策,将使配电系统具有更高的供电可靠性、更高的电网资产利用率、更优质的电能质量。高压配电网建设项目具有资金密集,实施周期长,不确定因素多等特点。科学、合理的规划方案能有效节约投资,提高系统供电安全性和可靠性。电网规划方案评价主要是通过综合权衡现已形成备选规划方案技术、经济、效能、社会等方面的指标,决策出最优的规划方案。在对配电网规划方案的评价决策过程中不仅要考虑经济性和可靠性问题,也要考虑风险性问题和电网设备的利用效率。本文在研究配电网安全效能成本管理理念的基础上,考虑配电网负荷呈现明显的时序特性,将负荷时序特性计入运行成本的计算过程中,同时考虑停电频率、停电量、用户类型对停电成本的影响,建立计及多影响因素的配电网全寿命周期成本模型。该模型在综合考虑配电网规划方案初始投资、运行维护、故障报废各阶段的成本总和的同时,将多种影响因素计入规划方案的运行成本和故障成本中。在深入研究规划方案全寿命周期成本的同时,兼顾规划方案的风险和效能。规划方案的风险系数从配电网规划方案的结构、技术、经济和环境四方面进行评估获得。配电网规划方案的效能系数则通过规划方案电压合格率指标评估获得。最后在计及多影响因素的配电网全寿命周期成本模型的基础上,将风险与效能评估结果计入目标函数,建立配电网规划方案的风险效能成本(REC)评价模型。实际案例分析表明本文提出的计及全寿命周期风险效能成本的配电网规划评价模型使风险、效能和周期成本统筹处理,科学合理,可操作性强,提高了电网规划评价工作的客观性和科学性。
[Abstract]:High voltage distribution network is an important link to connect transmission network and medium voltage distribution network. Whether its planning scheme is reasonable or not will directly affect the overall security, reliability, power quality, economic and social benefits of the network.Therefore, studying the evaluation method of HV distribution network planning scheme and realizing the optimal decision will make the distribution system have higher reliability of power supply, higher utilization ratio of power network assets and higher quality of power quality.High-voltage distribution network construction project has the characteristics of capital-intensive, long implementation period and many uncertain factors.Scientific and reasonable planning scheme can effectively save investment and improve the security and reliability of power supply system.The evaluation of power network planning scheme is mainly to make the optimal planning scheme by synthetically weighing the technical, economic, efficiency and social indicators of the alternative planning scheme.In the process of evaluation and decision of distribution network planning scheme, not only economic and reliability issues should be considered, but also risk and utilization efficiency of power network equipment should be considered.On the basis of studying the concept of security efficiency cost management of distribution network, this paper considers the obvious time series characteristic of distribution network load, and takes the time sequence characteristic of load into account in the calculation process of operation cost, at the same time considering the frequency and quantity of power outage.The effect of user type on power outage cost is discussed. The life cycle cost model of distribution network considering multiple factors is established.In this model, the total cost of initial investment, operation and maintenance of distribution network planning scheme, and the total cost of each stage of failure are considered, and many factors are taken into account in the operation cost and fault cost of the planning scheme.At the same time, the risk and efficiency of the planning scheme are also taken into account while the whole life cycle cost of the planning scheme is studied in depth.The risk coefficient of the planning scheme is obtained from the structural, technical, economic and environmental aspects of the distribution network planning scheme.The efficiency coefficient of the distribution network planning scheme is obtained by evaluating the voltage pass rate of the planning scheme.Finally, on the basis of the life-cycle cost model of distribution network considering multiple factors, the risk and effectiveness evaluation results are taken into account in the objective function, and the risk effectiveness cost evaluation model of distribution network planning scheme is established.The analysis of practical cases shows that the evaluation model of distribution network planning, which takes into account the cost of life cycle risk effectiveness, makes the risk, efficiency and cycle cost to be handled as a whole, which is scientific, reasonable and feasible.It improves the objectivity and scientific nature of power grid planning evaluation.
