保定地区电力调度数据网改造方案

【摘要】:国家电网调度数据网(SGD net,以下简称调度数据网)是为电力调度生产服务的专用数据网络,是实现各级调度中心之间及调度中心与厂站之间实时生产数据传输和交换的基础承载设施,是实现公司应急技术支持系统和备用调度中心功能不可或缺的支撑平台,随着国家电力技术的高速发展,应急指挥系统加速建设,河北省电力调度数据网已经形成核心网河北子网、省调接入网、地调接入网。近年来电网调度自动化系统从变电站有人值班到集控中心时的少人或无人值班,再到三集五大提出的“大运行”。自动化系统为满足电网调控管理需求,从支持一体化应用的角度,扩展了支撑平台的权限管理、信息分层分级管理、人机展示和数据建模维护功能,满足了集控的需求。通过对遥测、遥信基础数据的智能化分析,对可疑遥测、可疑遥信、特殊接线等进行实时报警提示。系统提供多层次的、全面的综合分类告警和智能推理功能,为电网调度人员的工作提供有力的支持,提高调度人员处理电网问题的效率、减少误判,实现了综合故障分析功能和事故处理辅助决策。伴随电力投资的持续加大,电力网络建设的加快,网络架构越来越大、越来越复杂。国家电网公司大电网、智能化电网的建设,河北南部电网的电力传输,电网运行的安全越发重要,为了实现对一次设备运行工况的连续监控,增强驾驭大电网的能力,建设以信息化、数字化、自动化、互动化为特征的坚强智能电网,河北南部电网的电力二次应用系统正在完成从稳态到动态,从秒级到毫秒级的改变,从非实时到实时的改变,这将对调度数据网的实时性、可靠性、带宽等提出了更高要求。论文分析了保定地区电力调度数据网的升级改造方案,主要是对现运行的调度数据网设备进行升级改造的设计原则和设计目标,分析调控一体管理模式对调度数据网新的功能需求,分别对保定地区电网调度数据网网络体系、网络设备、应急措施、运行协议进行详细设计。并对保定地区电力调度数据网的安全设计,对改造后的运行维护进行分析。
