新电改下灵活性资源的市场交易模式分析与选择研究

【摘要】:目前我国可再生能源的开发利用发展迅速,但是弃风弃光现象仍然严重,可再生能源的消纳问题依旧是现阶段能源规划发展的主要问题。同时,由于区域经济的发展与传统能源的自然分布的不平衡,远距离输电规模越来越大;新电改的实施,提高了能源交易的发生频率;能源互联网的逐步实践,微电网逐渐成为电网整体中的重要组成部分,对电网规划、调度控制均提出了新的要求;用电客户的诉求多元化也为电力营销提出了新的要求。灵活性资源能够积极促进可再生能源的消纳,提高能源电力供需系统的灵活性,降低电网运行调控的难度,为电力营销的多元化服务提供支持。因此,进行灵活性资源的现状分析、特征评价、市场交易模式分析和选择等推动灵活性资源发展的工作亟需开展进一步研究。论文围绕着灵活性资源的市场交易模式及选择方面,首先,简要介绍了灵活性资源的基本概念,分析了其作用机理和主要特征,总结了灵活性资源在电力系统中的存在形式以及现阶段发展方面存在的问题。其次,分析了灵活性资源的成本效益构成,构建了考虑全寿命周期成本分摊的灵活性资源的市场-经济决策模型,计算灵活性资源的市场-经济决策系数;然后,根据灵活性资源的五大特征需求,构建了灵活性资源综合评价体系,并结合了灵活性资源的现状,构建了灵活性综合评价模型;再次,结合新电改和能源互联网的实施现状,分析出灵活性资源的可行市场交易模式,并采用环境分析、综合评价特征排序、模式选择原则的设计,设计了灵活性资源的市场交易模式选择方案;最后,以某压缩空气储能项目为例对其市场-经济决策系数进行了计算,并进行了其灵活性的综合评价和特征需求排序,利用市场交易模式选择方案进行了市场交易模式的选择,为灵活性资源的市场交易模式的选择提供了理论支持。论文创造性地提出灵活性综合评估指标体系,并分析总结出灵活性资源市场交易模式和选择方案,为灵活性资源的灵活性评估、市场决策提供重要理论支持,对灵活性资源的发展和推广具有重要意义。
[Abstract]:At present, the development and utilization of renewable energy in China is rapid, but the phenomenon of abandoning wind and abandoning light is still serious, and the problem of absorption of renewable energy is still the main problem of energy planning and development at the present stage.At the same time, because of the imbalance between the development of regional economy and the natural distribution of traditional energy, the scale of long-distance transmission becomes larger and larger. The implementation of new electricity reform has increased the frequency of energy transaction, the gradual practice of energy Internet,Microgrid has gradually become an important part of the whole power network, which puts forward new requirements for power network planning and dispatching control.Flexible resources can actively promote the absorption of renewable energy, improve the flexibility of energy supply and demand system, reduce the difficulty of power grid operation and regulation, and provide support for the diversified service of power marketing.Therefore, it is necessary to carry out further research on the development of flexible resources, such as the analysis of the current situation of flexible resources, the evaluation of characteristics, the analysis and selection of market transaction patterns.First of all, the paper briefly introduces the basic concept of flexible resources, analyzes its working mechanism and main characteristics.This paper summarizes the existing forms of flexible resources in power system and the existing problems in the current development.Secondly, the cost-benefit structure of flexible resources is analyzed, and a market-economy decision-making model considering the allocation of full life cycle cost is constructed to calculate the market-economic decision-making coefficient of flexible resources.According to the five characteristic requirements of flexible resources, this paper constructs a comprehensive evaluation system of flexible resources, and combines the current situation of flexible resources, constructs a comprehensive evaluation model of flexibility. Thirdly, combined with the implementation of the new electricity reform and the energy Internet,The feasible market transaction model of flexible resources is analyzed, and the market transaction mode selection scheme of flexible resources is designed by using environment analysis, comprehensive evaluation feature ranking and the design of mode selection principle.Taking a compressed air energy storage project as an example, the market-economy decision-making coefficient is calculated, and its flexibility is evaluated synthetically and the characteristic demand ranking is carried out, and the market trading mode is selected by using the market trading mode selection scheme.It provides theoretical support for the choice of market trading mode of flexible resources.The paper creatively puts forward the index system of flexibility comprehensive evaluation, and analyzes and sums up the trading mode and selection scheme of flexible resource market, which provides important theoretical support for flexibility evaluation of flexible resource and market decision.It is of great significance to the development and promotion of flexible resources.
