红沿河核电站调试阶段质量管理研究

【摘要】:核电作为一种新的能源已经融入我们的社会发展之中,其无法比拟的优势让各国都加快了核电站的建设,但核电事故时刻都在提醒我们核电建设“安全第一”的重要性。核电站调试作为运行之前的最后一个阶段,调试过程的质量好坏会直接影响到以后核电站运营时的安全生产,只有通过有效的质量管理和控制,才能保证各项调试工作的顺利进行。本文在首先在国内外相关研究现状的基础上整理质量管理的相关概念和主要管理原则,并对本文研究重点使用的质量管理相关方法(全面质量管理、PDCA、鱼骨图)进行详细介绍。随后对核电站质量相关法律法规进行概述,包括核安全法规、核电站质量管理相关法规、以及与本文研究密切相关的《核电厂调试和运行期间的质量保证》(HAD003/09)。同时对质量管理的基础——质量文化(核安全文化)进行了概述和分析。之后详细介绍了核电站调试工作的主要阶段,包括调试系统与前后环节的移交。基于核电站在安全方面的特殊性要求,以及核电站调试工作的复杂性和重要性,本研究选择全面质量管理理念为核电站调试过程质量管理的根本;选择PDCA质量环为调试过程质量体系建立和实施的主要工具,在此基础上,构建核电站调试过程质量管理的基本理论框架。最后,以红沿河核电站调试过程的质量管理为对象,首先介绍红沿河核电站质量管理的基本概况,明确辽宁红沿河核电有限公司(红沿河核电站业主单位和调试运行质量责任人)的质量方针和政策。在之前得出的理论框架的基础之上,结合案例项目的自身情况,构建红沿河核电站调试过程质量管理体系框架,该框架以全面质量管理为指导、以PDCA质量环为主要管理模型、以鱼骨图、调查评价法等其他先进的管理方法为辅助工具。对红沿河核电站调试过程质量管理的两个核心工作,即质量保证和质量控制进行更为深入的研究和探讨,并提出了具体的实施策略。研究成果对后续其他电站核电机组的调试管理提升,具有较强的借鉴和应用价值。
[Abstract]:Nuclear power, as a new energy source, has been integrated into our social development. Its incomparable advantages have accelerated the construction of nuclear power plants, but nuclear power accidents always remind us of the importance of "safety first" in nuclear power construction. As the last stage of nuclear power plant commissioning before operation, the quality of commissioning process will directly affect the safety of nuclear power plant operation in the future, only through effective quality management and control. In order to ensure the smooth running of the debugging work. In this paper, the related concepts and main management principles of quality management are arranged on the basis of the current research situation at home and abroad, and the relevant methods of quality management (total quality management PDCA, fish bone map) which are used in this paper are introduced in detail. Then it summarizes the relevant laws and regulations on nuclear power plant quality, including nuclear safety regulations, nuclear power plant quality management regulations, and quality assurance during commissioning and operation of nuclear power plants, which is closely related to this paper. At the same time, the foundation of quality management-quality culture (nuclear safety culture) is summarized and analyzed. After that, the main stages of the commissioning of the nuclear power plant are introduced in detail, including the transfer of the commissioning system and the front and rear links. Based on the particularity of the nuclear power plant in safety and the complexity and importance of the commissioning of the nuclear power plant, the concept of total quality management is chosen as the fundamental of the quality management in the commissioning process of the nuclear power plant. The PDCA quality loop is selected as the main tool for the establishment and implementation of the commissioning process quality system. On this basis, the basic theoretical framework of the commissioning process quality management for the nuclear power plant is constructed. Finally, taking the quality management of the commissioning process of the Hongyan River nuclear power station as the object, the paper first introduces the basic situation of the quality management of the Hongyan River nuclear power station. The quality policy and policy of Liaoning Hongyan River Nuclear Power Plant Co., Ltd (owner unit of Hongyan River Nuclear Power Plant and responsible person responsible for commissioning operation quality) are clarified. On the basis of the theoretical framework obtained before, combined with the case project itself, this paper constructs the quality management system framework of the commissioning process of Hongyan River Nuclear Power Station. The framework is guided by total quality management and takes PDCA quality ring as the main management model. Other advanced management methods, such as fish bone map, investigation and evaluation, are used as auxiliary tools. Two core tasks of quality management in the commissioning process of Hongyanhe Nuclear Power Station, namely, quality assurance and quality control, are studied and discussed in depth, and some specific implementation strategies are put forward. The research results can be used for reference and applied to other nuclear power units.
