农网改造升级工程项目后评价实证研究

【摘要】:农村经济的快速发展致使农村电网的供电能力不足、变压器超载、连片“低电压”、县域电网与主网联系薄弱以及供电质量和可靠性等问题突显。针对这些问题所进行的新一轮农网改造升级工程已经完成了大量的建设并且取得了不错的效果,同时对于提高农村经济发展水平,促进农村稳定健康发展具有重要的意义。本次改造升级工程涉及面广,投资巨大,对其进行项目后评价具有重要意义,不仅能够对整个工程的全过程进行全面的分析和研究,分析存在问题,总结成功经验,还能够为今后的电网项目投资建设提供参考。本文对农网改造升级工程项目后评价的方法进行分析,并提出本文的评价方法三角模糊数法和项目成功度法。农网改造升级工程项目后评价的指标之间的关系是比较复杂的,并且这些指标有定性指标和定量指标,很难判断其重要程度。因此本文选用三角模糊数来对农网改造升级工程项目后评价的指标进行分析和研究。同时阐述农网改造升级工程项目后评价的内容。针对农网改造升级工程项目后评价的内容建立相应的评价指标体系,该指标体系包含三层,目标层、准则层和指标层,其中准则层包括改造过程、建设成效、经济效益以及环境和社会影响四个方面。并利用德尔菲法、三角模糊数法和项目成功度法建立合理的后评价模型。同时本文对AB电力公司新一轮农网改造升级工程实施的必要性、过程及效果以及后评价的节点和工作流程进行概括说明。最后对AB电力公司的农网改造升级工程的改造过程、建设成效、经济效益、环境和社会影响分别进行评价,并进行综合评价。根据项目成功度等级评定方法,AB电力公司新一轮农网改造升级工程最终综合得分为82.24,处于基本成功等级,其中改造过程和建设成效评价得分较高,主要是由于在改造过程中AB电力公司严格执行项目法人制、资本金制、招投标制、合同管理制和工程监理制,投资的控制效果比较好,建设全过程未发生安全责任事故,建设成效明显,提高了电网的供电可靠性和供电质量。另外,本文还针对农网改造升级工程中存在的问题提出了有效建议。从而为今后的项目决策和建设提供参照和依据。
[Abstract]:With the rapid development of rural economy, the power supply capacity of rural power grid is insufficient, the transformer overload, the "low voltage" connected, the weak connection between the county power network and the main network, the quality and reliability of the power supply, and so on. To solve these problems, a new round of rural power network upgrading project has been completed a large number of construction and achieved good results, at the same time to improve the level of rural economic development and promote the stable and healthy development of rural areas has an important significance. The reconstruction and upgrading project involves a wide range of areas and has a huge investment. It is of great significance to carry out the post-project evaluation, not only to analyze and study the whole process of the project, but also to analyze the existing problems and summarize the successful experience. Also can provide the reference for the future grid project investment construction. In this paper, the methods of post-evaluation of rural power network upgrading project are analyzed, and the triangular fuzzy number method and the project success degree method are put forward. The relationship between the indexes of post-evaluation of rural power network upgrading project is complex, and these indexes have qualitative and quantitative indexes, so it is difficult to judge the importance of these indicators. In this paper, triangle fuzzy number is selected to analyze and study the evaluation index of rural power network upgrading project. At the same time, the content of post-evaluation of the upgrading project of rural power network is expounded. A corresponding evaluation index system is established for the content of the post-evaluation of the rural power network upgrading project. The index system includes three layers, the target layer, the criterion layer and the index layer, among which the criterion layer includes the reconstruction process and the construction effect. Economic benefits and environmental and social impact four aspects. A reasonable post-evaluation model is established by using Delphi method, triangular fuzzy number method and project success method. At the same time, the necessity, process and effect of the implementation of the new round of transformation and upgrading project of agricultural power network in AB Electric Power Company, as well as the node and work flow of post-evaluation are summarized in this paper. Finally, the reconstruction process, construction effect, economic benefit, environment and social impact of the transformation and upgrading project of AB electric power company are evaluated, and the comprehensive evaluation is carried out. According to the project success grade evaluation method, the final comprehensive score of the new round of agricultural power network upgrading project of AB Electric Power Company is 82.24, which is in the basic success grade, among which the reconstruction process and construction effectiveness evaluation score is higher. Mainly because AB Power Company strictly implements the project legal person system, the capital system, the bidding system, the contract management system and the project supervision system during the transformation process, the control effect of the investment is relatively good, and there is no accident of safety responsibility in the whole process of the construction. The construction effect is obvious and improves the power supply reliability and the power supply quality. In addition, the paper also puts forward some effective suggestions for the problems existing in the upgrading project of rural power network. So as to provide reference and basis for future project decision-making and construction.
