分布式光伏电源接入中低压农配网的电网规划研究

【摘要】:实施精准扶贫、助力全面小康,是当今我国经济社会发展的重大战略,也是扶贫工作理论与实践的重大创新。安徽省阜南县为响应省市领导要求,通过推广分布式光伏电源开展精准扶贫工作。此项工作为一项政治性工作,供电企业必须无条件配合进行光伏电源并网工作。国内外已有的针对分布式光伏电源并网的研究,虽内容深刻全面,但绝大多数不能直接拿来应用到县级供电公司的配电网规划设计中去。找出针对县级农村电网环境下,考虑分布式光伏电源接入的简洁有效的10千伏配电网规划方案,成为本文研究的主要目的。本文主要对光伏电源工作原理尤其针对并网型光伏电源运行进行了介绍与研究,结合微电网概念,分析了光伏微电网并入公共电网时对公共电网电流与功率的影响。针对阜南县光伏扶贫工作中光伏电源发电全额上网的特殊模式进行了运行分析,建立了恒功率模式下的“扶贫户用光伏微网”的“并网模式”与“离网模式”的数学模型。县级供电企业传统的农网规划工作方式中对10千伏及以下配电网重视不足,面对大规模分布式光伏电源接入情况无法科学合理的指导10千伏及以下配电网建设。本文针对阜南县分布式光伏电源接入的情况对10千伏及以下配电网规划原则进行了梳理,重点分析了10千伏配电网台区规划目标与指标参数的计算。结合“扶贫户用光伏微网”的运行方式,以阜南县王家坝镇为例进行了考虑分布式光伏电源接入的10千伏以及以下电网规划,给出了10千伏配变、10千伏线路及低压电网的规划结论。
[Abstract]:It is an important strategy for the economic and social development of our country to carry out accurate poverty alleviation and help the overall well-off society, and it is also a major innovation in the theory and practice of poverty alleviation. In response to the request of provincial and municipal leaders, Funan County of Anhui Province carries out precision poverty alleviation work by popularizing distributed photovoltaic power sources. This work is a political work, power supply enterprises must cooperate unconditionally with photovoltaic power grid. Although the research on grid-connected distributed photovoltaic power supply at home and abroad is profound and comprehensive, most of them can not be directly applied to the distribution network planning and design of county-level power supply companies. It is the main purpose of this paper to find out a simple and effective 10 kV distribution network planning scheme considering the access of distributed photovoltaic power in the rural power grid environment at county level. This paper mainly introduces and studies the working principle of photovoltaic power supply, especially the operation of grid-connected photovoltaic power supply. Combining with the concept of microgrid, this paper analyzes the influence of photovoltaic microgrid on the current and power of public grid when it is incorporated into public grid. Based on the operation analysis of the special mode of photovoltaic power generation in the work of photovoltaic poverty alleviation in Funan County, the mathematical models of "grid-connected mode" and "off-grid mode" of "photovoltaic microgrid for poverty alleviation" under constant power mode are established. In the traditional rural power network planning of county-level power supply enterprises, insufficient attention is paid to the distribution network of 10 kV or less, and it is impossible to scientifically and reasonably guide the construction of distribution network under 10 kV or less in the face of large-scale distributed PV power access. In this paper, the distribution network planning principles of 10 kV and below are combed according to the situation of distributed photovoltaic power supply access in Funan county, and the calculation of planning targets and index parameters of 10kV distribution station area is analyzed emphatically. Combined with the operation mode of "photovoltaic microgrid for poverty-stricken households", taking Wangjiaba Town in Funan County as an example, the 10 kV and below grid planning considering the access of distributed photovoltaic power sources is carried out. The planning conclusions of 10 kV distribution transformer and low voltage power network are given.
