抚顺供电公司配电网升级改造效果项目后评价

【摘要】:对电网建设项目展开后评价,是项目管理环节中的重要内容之一。通过对项目建设和运营效果进行后评价,有利于提高项目的决策水平和管理质量。项目后评价是用项目的实际成果和效益来分析评价项目的决策、管理和实施情况,通过经验教训的总结,为决策者和投资者提供更多的信息,并为新项目的决策提供参考依据。项目后评价需要分析该项目前期、建设期、建成后的实际情况和数据,将实际运行数据和情况与项目设计时候的预测数据和情况进行对比分析,对造成较大程度的偏差进行系统的分析,从而在技术、经济上提出可行措施,提高项目总体经济和社会效益。本文首先深入分析电网工程后评价研究的背景,探究该研究的重要理论意义和现实意义,分析项目后评价国内外研究现状,总结现有研究取得的成果和不足。对项目后评价进行了简述,比较了后评价与前评价和可行性研究的不同之处,介绍了项目后评价的时点和工作流程、后评价工作依据和方法、后评价内容并,并阐述了项目综合评价理论。其次,对抚顺地区电网现状及存在的问题进行分析。介绍了供电区概况、各电压等级电网现状和地区电网存在的主要问题。介绍了抚顺地区历史负荷增长趋势分析和负荷特性分析、用电量和用电负荷预测、分电压等级网供负荷预测和项目建设重点。其次,构建了抚顺配电网建设项目的后评价指标体系,并对指标涵义进行了阐述,对抚顺地区配电网建设项目实施过程进行了分析评价,包括项目前期决策水平、准备阶段工作完成情况、项目建设过程执行情况等方面,对抚顺地区配电网建设项目的效果和经济效益进行了分析,评价了该项目的环境和社会效益,对项目的目标和可持续性进行了分析评价。在前面章节建立的指标体系和各节分析分基础上,从实施过程、效果和经济效益、环境和社会效益、目标和可持续性等方面对该项目进行了综合评价,得出待评价项目的评价等级为“良好”并且偏向于“优秀”,并对该结果进行了相关分析。
[Abstract]:The post evaluation of the power grid construction project is one of the important contents in the project management link. Through the post evaluation of the project construction and operation effect, it is beneficial to improve the decision-making level and management quality of the project. The post evaluation is to analyze the decision, management and implementation of the evaluation project by the actual results and benefits of the project. The summary of experience and lessons provides more information for decision-makers and investors, and provides reference for the decision of the new project. The post evaluation of the project needs to analyze the actual situation and data after the project, the construction period, the completion of the project and the actual data and conditions of the project and the forecast data and conditions of the project design. In order to improve the overall economic and social benefits of the project, this paper first deeply analyzes the background of the research on the post evaluation of the power grid engineering, explores the important theoretical significance and practical significance of the research, and analyzes the status of the research at home and abroad after the analysis of the project, and summarizes the existing situation. The results and shortcomings of the research are discussed. The post evaluation of the project is briefly described, the difference between the post evaluation and the pre evaluation and the feasibility study is compared, the time point and the working process of the post evaluation are introduced, the post evaluation work basis and method, the post evaluation content and the comprehensive evaluation theory of the item are expounded. Secondly, the current situation of the Fushun regional power grid is presented. The general situation of power supply area, current situation of voltage grade power grid and main problems existing in regional power grid are introduced. The trend analysis and load characteristic analysis of historical load in Fushun area are introduced, the forecast of electricity consumption and power consumption, the prediction of voltage grade network for negative load and the key point of project construction are introduced. Secondly, the construction of caress is built. The post evaluation index system of the construction project of the power grid is described, and the meaning of the index is expounded. The implementation process of the Fushun distribution network construction project is analyzed and evaluated, including the level of the early decision of the project, the completion of the preparation stage, the execution of the project construction process and so on, and the efficiency of the construction project of the distribution network in Fushun area. The results and economic benefits are analyzed, the environmental and social benefits of the project are evaluated, and the objectives and sustainability of the project are analyzed and evaluated. On the basis of the index system and the analysis of each section, the project is based on the implementation process, effect and economic benefits, environmental and social benefits, objectives and sustainability. Through comprehensive evaluation, the evaluation grade of the project to be evaluated is "good" and biased towards "excellence", and the results are analyzed.
