高碑店220kV变电站切改项目方案设计及实施效果分析

【摘要】:能源资源是人类社会生存和发展的重要物质基础,也是我们全面建设小康社会、加快推进社会主义现代化的重要物质基础。坚持节约资源的基本国策,加快建设资源节约型、环境友好型社会,促进经济发展与人口、资源、环境相协调,是贯彻落实科学发展观、走新型工业化道路的必然要求。“两型一化”和“两型三新”是国网公司近几年的工作路线,新的工作路线对变电站的改造提出了新的要求。“两型三新”的内涵包括资源节约型、环境友好型、新技术、新材料、和新工艺。现有变电站在电能运输过程中损耗较大,不利于节约资源。对变电站进行改造,节约电能运输中的损耗成为电网建设项目的主要任务。随着我国社会与经济的发展,现有变电站已经无法满足不断增长的电力负荷要求。近几年,高碑店的用电量和负荷保持了较快的增长速度,其中全社会用电量由2005年的4.7亿千瓦时增长到2013年的12.94亿千瓦时,年均增速为13.5%;全社会用电负荷由2005年的98.5MW增长至2013年的273MW,年均增速为13.6%。然而现有变电站供给的电力负荷无法满足这一不断增长的需求,变电站切改工程势在必行。本文对高碑店220kV变电站配套切改项目进行了设计,并在充分考虑了该项目特点的基础上构建了科学合理的评价指标体系,运用灰色层次分析法和成功度分析法分别对主观评价指标和客观评价指标进行了分析与评价。论文主体主要分为四部分。首先,本文整理归纳了现有文献研究的现状与不足,阐述了切改工程实施与项目实施效果评价的相关理论,并通过分析多种方法的优缺点选定了适用于本项目评价的方法——成功度评价法和灰色层次分析法相结合。其次,论文介绍了切改项目的方案设计及实施过程,为后续的实施效果评价奠定了基础。再次,论文从项目管理过程、技术效果、财务效益和社会环境效益四个方面出发,构建了适用于该项目的评价指标体系。结合该项目的实施情况,分别对项目的四项评价内容进行了分析与评价,并且运用灰色评价分析法,对主观性指标进行了评价,直接运用成功度评价法对客观性指标进行了评价,综合评价结果为“良”。这一评价结果与项目的实际实施情况基本相符。最后,在评价过程中发现了可行性研究没有得到足够的重视,项目管理机制存在缺陷以及财务效益偏低的问题,针对评价过程中发现的问题,提出了提高可行性研究的充分性和严谨性,建立一套完善的项目管理机制以及控制项目投入成本,提高项目的财务效益的改进意见。该研究成果对类似项目的设计与分析评价具有一定的参考和借鉴意义。
[Abstract]:Energy resources are not only the important material basis for the survival and development of human society, but also the important material basis for us to build a well-off society in an all-round way and speed up the socialist modernization. Persisting in the basic national policy of saving resources, speeding up the construction of resource-saving and environment-friendly society, and promoting the coordination of economic development with population, resources and environment are the inevitable requirements for carrying out the scientific concept of development and taking the road of new-type industrialization. "two types and one type" and "two types and three new" are the working routes of the company in recent years. The new working route puts forward new requirements for the transformation of substations. The connotation of "two types and three new" includes resource-saving, environment-friendly, new technology, new materials, and new technology. The current substation has a large loss in the process of electric energy transportation, which is not conducive to saving resources. The main task of the power grid construction project is to transform the substation and save the loss in the electric power transportation. With the development of our society and economy, the existing substation can not meet the increasing demand of power load. In recent years, Gaobeidian's electricity consumption and load have maintained a relatively rapid growth rate, with the total social electricity consumption increasing from 470 million kilowatt-hours in 2005 to 1.294 billion kilowatt-hours in 2013. The average annual growth rate is 13.5. The 98.5MW of the whole society grew from 273MWs in 2005 to 273MWs in 2013, with an average annual growth rate of 13.6m. However, the existing substation supply load can not meet this increasing demand. In this paper, the design of Gaobeidian 220kV Substation is designed, and a scientific and reasonable evaluation index system is constructed on the basis of fully considering the characteristics of the project. The subjective evaluation index and the objective evaluation index are analyzed and evaluated by using the grey analytic hierarchy process and the degree of success analysis. The main body of the thesis is divided into four parts. First of all, this paper summarizes the current situation and shortcomings of the existing literature research, and expounds the relevant theories of the implementation of the project and the evaluation of the effect of the implementation of the project. By analyzing the merits and demerits of many methods, this paper chooses the method of degree of success and grey analytic hierarchy process which is suitable for the evaluation of this project. Secondly, the paper introduces the project design and implementation process of the project, which lays a foundation for the evaluation of the implementation effect. Thirdly, from four aspects of project management process, technical effect, financial benefit and social environmental benefit, the paper constructs an evaluation index system suitable for the project. Combined with the implementation of the project, the four evaluation contents of the project are analyzed and evaluated, and the subjective indexes are evaluated by using the grey evaluation method. The objective index is evaluated directly by the method of degree of success, and the comprehensive evaluation result is "good". The evaluation results are basically consistent with the actual implementation of the project. Finally, in the process of evaluation, we found that the feasibility study has not been paid enough attention to, the project management mechanism is defective and the financial benefit is low, in view of the problems found in the evaluation process, The paper puts forward some suggestions to improve the adequacy and preciseness of the feasibility study, to establish a set of perfect project management mechanism, to control the project input cost, and to improve the financial benefit of the project. The research results have some reference significance for the design, analysis and evaluation of similar projects.
