供电企业同期线损分析与指标体系管理研究

【摘要】:随着社会经济的快速增长,电力改革的持续推进,我国电力行业呈现了又好又快的发展态势,跨越式发展、发展方式转变、装备水平提升、节能降损明显。但由于我国资源分布不均,经济发展不平衡,电力供需仍然存在一定的矛盾,所以节能降损被公认为环节能源供应矛盾的重要措施,是提高经济增长质量和效益的重要途径,是国家的基本国策。线损率是供电企业一项综合性的经济、技术指标。供售电量统计时间不同期、抄表差错造成电量异常、用电客户窃电等因素是造成管理线损的主要因素,尤其是由于抄表时间制约的供售电量不同期统计严重制约了线损率的准确程度,所以包含了管理线损的统计线损不一定能反映电力网的真实损耗情况。这样,供售同期线损率统计计算成为了规避不同期影响的最好线损率数据。为了准确把握电力网损耗的状况,开展基于同期线损率计算结果的线损管理成为了解真实线损率的重要途径。在具备电能表全采集全覆盖、拓扑数据信息化程度较高的情况下,各大电网公司已经全面开展供售同期线损管理工作。本文开篇回顾了国内外关于线损管理及同期线损管理的研究现状及发展动态,引出本文行文思路。在深入探讨线损产生因素的基础上,通过对各类线损管理方法的比较,对比出同期线损管理的优势。随后,根据现行国网公司各电力软件运行现状,为同期线损管理的实现设计出一套可行的系统集成需求方案。以此为基础,设计同期线损计算模型,并从传统线损分析与线损业务分析两个方面,探究同期线损分析原理、思路及实用性较强的方法。最后,根据电网公司现状,以大兴供电公司为研究对象,根据不同时期的特点,设计出三套同期线损相关的指标评价、考核指标以适应同期线损推广不同时期的指标评价需求,完善同期线损指标管理机制,为电网企业开展同期线损管理工作提供有效手段。
[Abstract]:With the rapid growth of social economy and the continuous promotion of electric power reform, the electric power industry of our country has presented a good and fast development situation, the leapfrog development, the transformation of development mode, the improvement of equipment level, the obvious energy saving and loss reduction. However, due to the uneven distribution of resources, unbalanced economic development and the existence of certain contradictions between supply and demand of electric power, energy conservation and loss reduction is recognized as an important measure of energy supply contradiction, which is an important way to improve the quality and efficiency of economic growth. It is the basic national policy of the country. Line loss rate is a comprehensive economic and technical index for power supply enterprises. The statistical time of electricity supply and sale is different, the error of meter reading causes the abnormal quantity of electricity, and the main factors that cause the line loss of management are electricity stealing by electricity customers. Especially because the statistics of electricity supply and sale in different periods of time limit seriously restrict the accuracy of line loss rate, the statistical line loss including management line loss does not necessarily reflect the true loss of power network. In this way, the statistical calculation of line loss rate becomes the best line loss rate data to avoid the influence of different periods. In order to accurately grasp the situation of power network loss, it is an important way to understand the real line loss rate to carry out the line loss management based on the calculation results of the synchronous line loss rate. With the full coverage of the watt-hour meter and the high degree of information of topological data, all the power grid companies have carried out the line loss management in the same period of supply and sale. At the beginning of this paper, the research status and development trends of line loss management and corresponding line loss management at home and abroad are reviewed, leading to the thinking of this paper. On the basis of deeply discussing the factors of line loss management, the advantages of line loss management in the same period are compared by comparing various methods of line loss management. Then, according to the current situation of power software operation, a set of feasible system integration requirement scheme is designed for the realization of line loss management in the same period. On the basis of this, the calculation model of simultaneous line loss is designed, and from two aspects of traditional line loss analysis and line loss business analysis, this paper probes into the principle, train of thought and practical method of line loss analysis at the same time. Finally, according to the current situation of the power grid company, taking Daxing Power supply Company as the research object, according to the characteristics of different periods, three sets of corresponding line loss related index evaluation are designed to meet the needs of index evaluation in different periods of line loss promotion in the same period. Improve the management mechanism of line loss index in the same period, and provide an effective means for power grid enterprises to carry out line loss management in the same period.
