基于云模型的淮河流域火电行业用水定额评估研究

【摘要】:随着社会经济的高速发展,水资源的供需矛盾日益突出,逐渐成为了制约地区经济社会可持续发展的重要因素之一。作为水资源管理的重要内容,制定科学合理的用水定额是解决水资源供需矛盾有效手段的重要一环。本文以淮河流域用水定额评估项目为依托,对淮河流域火电行业用水定额进行综合评估,以期为相关省份的用水定额修订提供参考。本文以区域用水定额评估技术要求及淮河流域火电行业用水资料为基础,结合相关专家的意见,从覆盖性、合理性、先进性及实用性四个方面选取了17项指标,然后构建了多层次模糊综合评价、基于云模型改进的多层次模糊综合评价和多层次灰色关联度综合评价三个模型。在利用AHP法求得各指标的权重的基础上将模型应用于淮河流域火电行业用水定额评估中,分别从用水定额综合水平和“四性”水平得出评估结果。将基于云模型改进的多层次模糊综合评价法的评估结果分别与另外两种方法对比验证,经过验证,得到基于云模型改进的多层次模糊综合评估结果合理、可靠的结论。根据评估结果,本文利用属性识别原理判断出河南、安徽、江苏及山东四省火电行业用水定额综合水平等级分别为良好、中等、中等和良好,然后,分别从覆盖性、合理性、先进性和实用性四个方面指出各省火电行业用水定额存在的问题。本文首次将基于云模型改进的多层次模糊综合评价法应用于火电行业用水定额评估中,鉴于方法的可操作性以及评估结果的合理、可靠性,该方法可作为用水定额综合评估的推荐方法采用。
[Abstract]:With the rapid development of social economy, the contradiction between supply and demand of water resources is becoming more and more prominent, which has gradually become one of the important factors restricting the sustainable development of regional economy and society. As an important content of water resources management, it is an important part of solving the contradiction between water supply and demand to establish scientific and reasonable water use quota. Based on the water quota evaluation project of Huaihe River Basin, this paper makes a comprehensive evaluation of the water use quota for the thermal power industry in the Huaihe River Basin, in order to provide a reference for the revision of the water use quota in the relevant provinces. Based on the technical requirements of regional water quota evaluation and the water use data of the thermal power industry in the Huaihe River Basin, this paper selects 17 indexes from four aspects of coverage, rationality, advancement and practicability, combined with the opinions of relevant experts. Then the multi-level fuzzy comprehensive evaluation, the multi-level fuzzy comprehensive evaluation based on cloud model and the multi-level grey relational degree comprehensive evaluation are constructed. On the basis of using AHP method to get the weight of each index, the model is applied to the evaluation of the water quota of the thermal power industry in the Huaihe River basin, and the evaluation results are obtained from the comprehensive level of the water quota and the level of "four properties" respectively. The evaluation results of the improved multi-level fuzzy comprehensive evaluation method based on cloud model are compared with the other two methods respectively. After verification, a reasonable and reliable result of multi-level fuzzy comprehensive evaluation based on the improved cloud model is obtained. According to the evaluation results, this paper uses the attribute recognition principle to judge that the comprehensive level of water use quota of thermal power industry in Henan, Anhui, Jiangsu and Shandong provinces is good, moderate and good respectively. This paper points out the problems of water quota in thermal power industry in four aspects of advanced nature and practicability. In this paper, the improved multi-level fuzzy comprehensive evaluation method based on cloud model is applied to the evaluation of water consumption quota for thermal power industry for the first time. In view of the maneuverability of the method and the rationality and reliability of the evaluation results, This method can be used as a recommended method for comprehensive evaluation of water use quota.
