天津市电能替代项目综合效益评价研究

【摘要】:近年来,我国局部地区大气污染严重,环境污染和严重雾霾凸显出我国以煤为主的能源结构和高投入、高消耗、高排放的工业发展道路的不持续性。在这种形势下,国网推出了电能替代项目,积极推广电能替代项目,有利于提高城市的能源使用效率,减少环境污染,同时对改善空气质量、治理雾霾具有重要的意义。但电能替代项目能够产生何种效益、多大效益,有必要进行评价研究。本文首先研究了国内外电能替代项目方面的现状、政策和发展趋势,结合国家电网公司对天津市的政策支持,发现地源热泵、电窑炉、电锅炉、电动汽车四大电能替代项目可以在天津市大力推广。其次,深入挖掘新常态下四大电能替代项目实施过程中所涉及的外界影响要素和自身能力要素,将这些要素划分为外部环境、公司盈利能力、社会环境等三大类,构建了电能替代项目效益综合评价指标体系,包含3个一级指标、8个二级指标、23个三级指标。再次,应用基于矩估计理论的改进主客观权重集成赋权方法,通过构建差异映射矩阵的方法对权重进行差异化调整,得到适用于不同电能替代项目中各类用户的差异化权重集,进一步采用改进物元可拓法构建了评价模型,并对天津地区地源热泵、电锅炉、电窑炉、电动汽车等电能替代项目进行实证分析,得出地源热泵的为最佳地电能替代项目。最后,基于电能替代效益最佳的地源热泵项目,构建了综合效益评估模型,并以天津为例,进行经济和环境效益实证分析,进一步证明了此项目在天津地区实施的可行性,并根据分析结论提出了相关建议。通过本文的研究,一方面可以丰富电能替代项目方面的研究文献,具有较强的理论价值;另一方面,通过对电能替代项目的综合效益进行评价研究,为电能替代项目的发展提出了相关建议,对于电能替代项目的发展具有较强的现实意义。
[Abstract]:In recent years, local air pollution in China is serious, environmental pollution and severe smog highlight the unsustainability of the industrial development road, which is dominated by coal energy structure, high input, high consumption and high emission. Under this situation, the national network has launched the electric energy substitution project, actively popularizes the electric energy substitution project, is advantageous to raise the city energy use efficiency, reduces the environment pollution, at the same time has the important significance to the improvement air quality, the control smog. However, it is necessary to evaluate and study the benefits and benefits of electric power substitution projects. Firstly, this paper studies the current situation, policy and development trend of electric power substitution project at home and abroad, and finds ground source heat pump, electric kiln, electric boiler, combined with the policy support of State Grid Company to Tianjin. Electric vehicle four major electric power substitution projects can be vigorously promoted in Tianjin. Secondly, it deeply excavates the external influence factors and its own ability factors involved in the implementation of the four major electric power substitution projects under the new normal, and divides these factors into three categories: external environment, corporate profitability, social environment, etc. The comprehensive evaluation index system of power substitution project benefit is constructed, which includes 3 first class indexes, 8 second class indexes and 23 third grade indexes. Thirdly, using the improved subjective and objective weight integration weighting method based on moment estimation theory, the differential weights are adjusted by constructing the difference mapping matrix, and the differential weight sets suitable for different users in different power substitution projects are obtained. The evaluation model is constructed by using the improved matter-element extension method, and an empirical analysis is made on the ground source heat pump (GSHP), electric boiler, electric kiln, electric vehicle and so on in Tianjin, and the results show that the GSHP is the best one. Finally, based on the ground-source heat pump project with the best power substitution benefit, a comprehensive benefit evaluation model is constructed. Taking Tianjin as an example, an empirical analysis of economic and environmental benefits is carried out, which further proves the feasibility of the implementation of the project in Tianjin. According to the conclusion of the analysis, the relevant suggestions are put forward. Through the research of this paper, on the one hand, it can enrich the research literature of the electric power substitution project, which has strong theoretical value; on the other hand, through the evaluation of the comprehensive benefits of the power substitution project, Some suggestions are put forward for the development of electric power substitution project, which is of great practical significance to the development of power substitution project.
