泰州电网大面积停电风险分析与应急机制研究

【摘要】:电力系统安全是社会公共安全的核心之一。近年来,巴西、印度、美国、乌克兰等国家以及国内发生了多起电网大面积停电事件,造成了较为严重的社会影响。维护电网安全稳定运行日趋重要。合理分析和科学评价地区电网大面积停电的各类风险,研究电网风险管控措施,制定有效的应急应对机制,避免或减少大面积停电事故对社会造成的影响十分必要。本文以泰州地区电网为研究对象,通过分析国内外典型大面积停电事件的发生原因与演化机理,结合泰州地区电网特点,辨识出泰州地区电网内、外部七类主要风险源点。借鉴现有国内外的相关研究成果,将风险评估理论引入泰州地区电网大面积停电应对工作中。建立科学合理的电网风险分析评价指标体系,运用模糊层次分析方法来分析评价泰州地区大面积风险指标,确定安全风险程度、查找存在的细化风险因素。并以此为基础构建政府主导的地区电网大面积停电应急体系,归纳出大面积停电应急处置不同阶段的主要任务,在应急的技术支撑、应急联动等方面提出很好的建议,投入实际工作可以有效防范地区电网大面积停电的发生。
[Abstract]:Power system security is one of the core of social public safety. In recent years, Brazil, India, the United States, Ukraine and other countries as well as domestic power outages occurred in a large area, causing a relatively serious social impact. It is increasingly important to maintain the safe and stable operation of power grid. It is necessary to reasonably analyze and scientifically evaluate all kinds of risk of large area power outage in regional power grid, study the risk control measures of power grid, formulate effective emergency response mechanism, and avoid or reduce the social impact caused by large area blackout accident. This paper takes Taizhou area power network as the research object, through analyzing the cause and evolution mechanism of typical large-scale power outages at home and abroad, combined with the characteristics of Taizhou regional power network, identifies seven main risk sources in and outside Taizhou power network. Based on the existing domestic and international research results, the risk assessment theory is introduced into the large area blackout response of Taizhou power grid. A scientific and reasonable index system of power network risk analysis and evaluation is established. The fuzzy analytic hierarchy process is used to analyze and evaluate the large area risk index in Taizhou area, to determine the degree of safety risk and to find out the existing detailed risk factors. On the basis of this, we construct a large area blackout emergency system led by the government, sum up the main tasks of different stages of emergency disposal of large area power outages, and put forward some good suggestions in terms of emergency technical support, emergency linkage and so on. Putting in practical work can effectively prevent the occurrence of large area power outages in regional power grid.
