AB供电局安全生产风险管理及其完善研究

【摘要】:伴随着我国电力系统的完善,电网规模的快速扩展,电力作为我国战略资源的重要组成部分,关系到整个经济民生和国家的安全,是有效保障我国国家战略资源的重要环节。随着风险控制理论在企业生产领域的运用,安全生产成为每个企业发展的基本要求和追求目标,特别是对电网、煤炭、石油、化工等安全生产风险较高企业,更应从技术与制度上保证其安全性和可靠性,构建科学完善的风险管理体系,保障安全生产。广州电网始建于二十世纪初,作为我国最早的区域性电网和供电负荷密度最强的城市电网,其辖内的全生产风险管理关系到整个南方电网的安全。本研究通过运用风险管理和安全生产管理等理论,以AB供电局作为个案进行研究,在结构上共分为五章,第一章为绪论部分,该部分主要梳理国内外关于企业安全生产风险的文献综述,提出研究问题;第二章,梳理风险管理理论、全面风险管理理论和安全生产管理理论,为后面研究提供理论支撑;第三章分析AB供电公司安全生产风险管理现状分析,通过问卷调查法,利用SPSS得出AB供电局在安生生产风险管理电网安全、设备安全、人身安全、环境与职业健康等方面存在的问题;第四章,在分析第三章的基础上,全面剖析AB供电局在安全生产风险管理问题的基础上,AB供电局应该从企业的计划、文化、制度、流程考核及指标体系等方面进行系统的指标设计,在风险管理应对措施、电网规划和设计、运营管理、设备运行维护、员工培训及职业规划等方面提出安全生产风险管理对策。本文对丰富和发展安全生产理论和风险管理理论具有一定理论价值,对丰富完善AB供电局的安生生产风险管理具有十分重要的实践价值,对我国电力行业的安生生产和风险管控具有一定的借鉴意义。因时间相对紧张和专业知识的局限性的制约,本文尚有不足之处,需要在后续的研究进一步丰富和完善。
[Abstract]:With the improvement of our power system and the rapid expansion of power grid scale, as an important part of our country's strategic resources, electric power, as an important part of the whole economy, people's livelihood and national security, is an important link to effectively guarantee the national strategic resources of our country. With the application of risk control theory in the field of enterprise production, safety production has become the basic requirement and pursuit goal of every enterprise, especially to the enterprises with high risk of safety production, such as power grid, coal, petroleum, chemical industry and so on. Moreover, it is necessary to guarantee its safety and reliability from the technical and institutional aspects, to construct a scientific and perfect risk management system and to ensure the safety of production. Guangzhou Power Grid was established at the beginning of the 20th century. As the earliest regional power grid in China and the city grid with the strongest power supply load density, the whole production risk management under its jurisdiction is related to the security of the whole Southern Power Grid. By using the theory of risk management and production safety management, this study takes AB Power supply Bureau as a case study, and is divided into five chapters in structure. The first chapter is the introduction part. This part mainly combs the domestic and foreign literature review about the enterprise production safety risk, puts forward the research question, the second chapter, combs the risk management theory, the overall risk management theory and the safety production management theory, provides the theoretical support for the later research; The third chapter analyzes the current situation of safety production risk management in AB power supply company. By using the method of questionnaire, the paper draws the conclusion that AB power supply bureau can manage the safety of power grid, equipment and personal safety in Ansheng production risk management. The fourth chapter, on the basis of analyzing the third chapter, analyzes the AB power supply bureau on the basis of the risk management of safety production, and suggests that the AB power supply bureau should start from the planning, culture and system of the enterprise. The systematic index design is carried out in the aspects of process assessment and index system, and the countermeasures of safety production risk management are put forward in the aspects of risk management measures, power network planning and design, operation management, equipment operation and maintenance, staff training and career planning, etc. This paper has certain theoretical value to enrich and develop safe production theory and risk management theory, and has very important practical value to enrich and perfect Ansheng production risk management of AB power supply bureau. It has certain reference significance to the production and risk control of electric power industry in our country. Due to time constraints and limitations of professional knowledge, there are still shortcomings in this paper, which need to be further enriched and improved in the follow-up research.
