元宝山供电公司农网改造工程项目进度管理研究

【摘要】:农村电网升级改造工程施工往往由当地电力施工企业进行,施工较为便利,但同时由于施工企业缺乏管理,人员素质冗杂,工程进度难以控制。再加上投资量大,建设周期长,且点多面广,难度更为加大。随着农村电网升级改造工程深度加深和改造规模日益扩大,国家对于项目管理要求也越来越严格,总公司下发的各种考核指标都对项目进度管理提出了更高要求。本文以项目进度管理的基本理论为基础,以国网元宝山区供电公司2015年农村电网升级改造项目为研究对象,从项目管理成熟理论(包括进度计划、网络计划、进度控制和项目变更控制)出发,对国网元宝山区供电公司农村电网升级改造工程项目进度管理问题进行分析。最后,在对国网元宝山区供电公司2015年农村电网升级工程基本情况介绍的基础上,分别运用工程项目进度计划、网络计划技术、项目进度控制管理和项目变更及控制管理对国网元宝山区供电公司2015年农村电网升级改造中的三个部分:10kV配电线路、10kV排灌和低压综合台区改造工程分别进行分析研究,以提高农村电网改造升级项目进度管理的科学性和有效性,提高项目进度管理理论和技术方法在农村电网改造项目中的应用效能。针对农村电网改造周期长、面积广、管理难度大等特点,本文在分析元宝山区农村电网改造项目进度管理特殊性的基础上,运用网络计划进度图,WBS(工作结构分解)等,提高了农村电网改造升级项目进度管理的科学性和有效性。提出"进度全面控制"理念,以前馈控制、实时控制作为元宝山农村电网改造工程进度管理控制的双重保障,为元宝山项目的管理提供了可供参考的依据,也可作为其他类似实际工程的参考。
[Abstract]:The construction of rural power grid upgrading project is usually carried out by the local electric power construction enterprise, which is more convenient, but at the same time, because of the lack of management of the construction enterprise, the quality of the personnel is miscellaneous, the progress of the project is difficult to control. Plus large amount of investment, long construction cycle, and a wide range of points, more difficult. With the deepening of the rural power grid upgrading and upgrading project and the increasing scale of the transformation, the country is more and more strict to the project management requirements, the head office issued a variety of assessment indicators have put forward higher requirements for project schedule management. This paper is based on the basic theory of project schedule management, taking the project of rural power grid upgrading and upgrading of Yuanbaoshan District Power supply Company of National Network in 2015 as the research object, from the mature theory of project management (including schedule plan, network plan, etc. Proceeding from schedule control and project change control, this paper analyzes the project schedule management of the rural power grid upgrading project of Yuanbaoshan District Power supply Company. Finally, on the basis of introducing the basic situation of the rural power grid upgrade project in 2015 of Yuanbaoshan District Power supply Company of National Power Network, the project schedule and network planning technology are used respectively. The project schedule control management and project change and control management respectively analyze and study the three parts of the rural power grid upgrade and renovation of Yuanbaoshan District Power supply Company in 2015, namely, 10 kV drainage and irrigation of 10 kV distribution line and reconstruction project of low voltage integrated platform area. In order to improve the scientific and effective management of rural power grid upgrading project schedule management and improve the application efficiency of project schedule management theory and technology method in rural power grid transformation project. Based on the analysis of the particularity of the schedule management of the rural power grid reconstruction project in Yuanbaoshan District, this paper applies the network plan schedule diagram to analyze the characteristics of the rural power grid reconstruction project, such as long period, wide area and great difficulty in management, and so on, using WBS (work structure decomposition), etc. It improves the scientific and effective management of rural power grid upgrading project schedule management. This paper puts forward the idea of "overall progress control", which takes feedforward control and real-time control as the double guarantee of schedule management control of Yuanbaoshan rural power grid renovation project, and provides a reference basis for the management of Yuanbaoshan project. It can also be used as a reference for other similar practical projects.
