供电企业配电网建设精益化管理研究

【摘要】:供电企业配电网建设受各种内外部因素影响,现行的配电网建设管理面临着严峻的形势和挑战,管理基础相对薄弱,管理手段和方法存在一定缺失,对供电企业依法治企和效益提升带来了潜在影响和风险。本文首先研究精益化管理的概念原则、分析方法,以及项目管理和资产管理的理论;其次分析了地市供电企业配电网建设管理的现状和存在问题,研究整理出当前配电网建设管理中存在的“前期管理粗放”、“专业协调不畅”以及“末端管理滞缓”三方面主要问题;最后阐述了配电网建设精益化管理体系的整体方案,明确了体系的工作目标及组织架构,并对配电网建设精益管理项目的选取、配电网建设精益管理项目的分析应用和闭环管控、配电网建设精益管理项目的成效评价三个部分的方案设计及应用实践进行了细致、详尽的叙述。本文在S供电企业配电网建设精益化管理体系的案例研究中,首先研究建立了配电网建设精益管理项目清单,并通过基于信息多向索引的数据准备和基于Tableau分析工具的信息固化,来实现精益管理分析应用的自动或辅助开展;最后通过建立基于层次分析法及柯西分布隶属度函数的配电网建设精益管理项目成效评价体系,对S供电企业配电网建设精益管理项目的实施效果进行了综合评价。通过以上一系列行之有效的管理方法,既实现了S供电企业配电网建设管理精益化水平的显著提升,也为地市供电企业配电网建设精益化管理提供了新的思路,具有重要的参考价值。
[Abstract]:Distribution network construction in power supply enterprises is affected by various internal and external factors. The current distribution network construction management is faced with severe situation and challenges, the management foundation is relatively weak, and the management means and methods are lacking. It has brought potential influence and risk to power supply enterprises to manage enterprises according to law and promote efficiency. This paper first studies the concept principle, analysis method, project management and asset management theory of lean management, and then analyzes the current situation and existing problems of distribution network construction management in local power supply enterprises. This paper studies and sorts out the three main problems existing in the current distribution network construction and management, such as "extensive pre-management", "poor professional coordination" and "slow end management", and finally expounds the overall scheme of lean management system for distribution network construction. The working objectives and organization structure of the system are defined, and the selection of lean management project in distribution network construction, the analysis and application of lean management project in distribution network construction and the closed loop control are also discussed. The scheme design and application practice of the three parts of the effectiveness evaluation of the lean management project of distribution network construction are described in detail. In the case study of the lean management system of distribution network construction in S power supply enterprise, the list of lean management items of distribution network construction is first studied in this paper. And through the data preparation based on multi-direction index and the information solidification based on Tableau analysis tool, the automatic or auxiliary development of lean management analysis application is realized. Finally, through the establishment of distribution network construction lean management project effectiveness evaluation system based on AHP and Cauchy distribution membership function, the implementation effect of S power supply enterprise distribution network construction lean management project is comprehensively evaluated. Through the above series of effective management methods, not only the lean level of distribution network construction management in S power supply enterprises is improved significantly, but also a new way of thinking is provided for the lean management of distribution network construction in local and municipal power supply enterprises. It has important reference value.
