河北南网利用区外电源黑启动技术方案研究

【摘要】:近年来,世界范围内的大规模停电事故时有发生,造成了巨大的经济损失和严重的社会影响。大停电发生后,制定切实可行的黑启动恢复方案,采用有效恢复措施进行系统的快速恢复,尤其对局部孤立系统进行黑启动自救,对减少事故带来的经济损失和社会动荡具有重要意义。河北南部电网是华北电网的重要组成部分,是西电东送、南北互供的重要通道,对其大停电后的恢复方案进行研究非常必要。本文研究以相邻外部电网作为黑启动电源的河北南网黑启动恢复方案,针对外网电源位置,对河北南网进行合理分区,形成多个子系统并行恢复的黑启动方案。研究各个子系统内网架重构方案和各个分区子系统网架恢复后的并网方案,对并网时间和并网点进行计算校核。基于河北南网实际数据的相关计算校验结果验证了本文提出的系统分区方案和区内恢复策略的正确性和有效性,通过将河北南网分为保定、石家庄、邢邯、衡沧四个分区,制定科学合理的电网黑启动恢复方案并制定相关的实施要求,为实现整个系统的快速恢复提供决策支持,可有效地减小事故带来的经济损失和社会影响。
[Abstract]:In recent years, worldwide large-scale power outages have occurred from time to time, resulting in huge economic losses and serious social impact. After the blackout occurred, the feasible black start recovery scheme was established, and the effective recovery measures were adopted to carry out the rapid recovery of the system, especially for the local isolated system to carry out the black start self-rescue. It is of great significance to reduce the economic loss and social unrest caused by the accident. Southern Hebei Power Grid is an important part of North China Power Grid, it is an important channel for power supply from west to east, and from north to south. It is very necessary to study the recovery scheme after power outages. In this paper, the black-start recovery scheme of Hebei Southern Power Network with adjacent external power grid as black-start power supply is studied. According to the location of power supply in the outer network, a reasonable partition is made to form a black-start scheme for parallel restoration of several subsystems. The reconfiguration scheme of each sub-system and the scheme of grid connection after the restoration of each sub-system are studied, and the time and points of grid connection are calculated and checked. The validity and validity of the proposed system zoning scheme and regional recovery strategy are verified by the relevant calculation and verification results based on the actual data of Hebei South Network. By dividing the South Hebei Network into four zones, Baoding, Shijiazhuang, Xing Han and Hengcang, It can effectively reduce the economic loss and social impact brought by accident by making a scientific and reasonable scheme of black-start restoration of power grid and relevant implementation requirements to provide decision support for the rapid recovery of the whole system.
