BY公司特高压变电站工程项目组织优化研究

【摘要】:面对特高压变电站建设的新形势,通过查找相关文献,发现大多数文献资料都是关于特高压工程技术方面的研究资料,对特高压变电站项目管理方面的研究,尤其是组织方面的研究很少。而且BY公司的变电站工程项目组织存在诸多问题,缺少可以借鉴的模板,急需对出现的问题进行研究和解决。BY公司的变电站工程项目组织存在问题主要体现在,组织结构单一不灵活的问题,不能反映复杂的组织结构现状,不能对工程施工产生指导性作用。工程施工中,解决问题的程序和责任模糊混乱,导致组织的运行效率的降低。面对参与施工的单位多的新情况,项目外部面临着大量沟通协调的问题需要解决。各职能部门的目标不统一,都有各自的目标,存在各自为战的情况。项目的不同阶段,项目的组织结构是不同的,需要时时调整。组织内不同专业的可以存在的不同的内部组织结构,应对其具体优化。权力和责任分工不明确。变电站工程人员流动性大,如何做好新进人员的管理是个问题。管理跨度和层次没有根据工程的规模进行动态调整。BY公司特高压变电站工程项目组织的激励存在问题。面对这些问题BY公司特高压变电站工程项目组织急需要进行优化。本文先从理论入手,采用的是文献查找法,把握当前国内外相关研究的成果,对工程项目组织的相关理论、项目管理理论、项目的组织结构理论、组织运行机制进行系统梳理。为了了解工程项目组织的实际情况,了解特高压变电站项目所处环境、行业趋势、公司现状,通过调查和沟通,对BY公司所面对的具体环境,对特高压变电站项目管理里所遇到的具体问题进行总结归纳,同时也为研究的问题解决与否提供依据。分析在现有项目管理中出现的问题原因,从项目组织职权、结构、沟通协调、激励四个方面提出工程项目组织的优化目标,针对所提出的目标来制定特高压变电站项目组织优化的策略,对项目组织进行具体的优化实施,找出合适此工程项目的组织,评价新的项目组织运行效果。以WF1000千伏变电站做为例子,对变电站项目组织进行优化,使组织结构合适于现有的变电站工程的建设项目。对组织运行中细微的方面进行组织结构的细化设计,使得组织运行方式更加明确,第一次将新的组织结构形式合弄制,运用到施工班组小的组织结构中。所提出的优化路径和方法,当面对新的组织问题时,可以举一反三的进行解决,对以后更多的特高压变电站建设有参考意义,也对常规变电站的组织结构优化有借鉴意义。
[Abstract]:In the face of the new situation of UHV substation construction, it is found that most of the documents are related to UHV engineering technology, and the project management of UHV substation. In particular, there is little research on organization. Moreover, there are many problems in the substation project organization of BY Company, which lack the template to be used for reference, so it is urgent to study and solve the existing problems in the substation project organization of .by company. The problem of single and inflexible organizational structure can not reflect the present situation of complex organizational structure and can not be used as a guide to engineering construction. In the engineering construction, the procedure and responsibility of solving the problem are confused, which leads to the decrease of the efficiency of the organization. In the face of the new situation of more units involved in the construction, the project faces a large number of communication and coordination problems to be solved. The objectives of each functional department are not unified, all have their own objectives, there is a situation of their own. In different stages of the project, the organizational structure of the project is different and needs to be adjusted from time to time. Different internal organizational structures that may exist in different specialties within the organization should be specifically optimized. The division of powers and responsibilities is unclear. Substation engineering staff mobility, how to do a good job in the management of new personnel is a problem. The management span and level are not dynamically adjusted according to the project scale. There are some problems in the organization of UHV substation project organization in by Company. Faced with these problems, BY company UHV substation project organization needs to be optimized. This article starts with the theory, uses the literature search method, grasps the current domestic and foreign related research achievement, carries on the systematic comb to the engineering project organization related theory, the project management theory, the project organization structure theory, the organization operation mechanism. In order to understand the actual situation of the project organization, to understand the environment, the industry trend, the current situation of the company, and the specific environment faced by BY Company through investigation and communication, The concrete problems encountered in UHV substation project management are summarized and summarized. This paper analyzes the causes of the problems in the existing project management, and puts forward the optimization objectives of the project organization from four aspects: the project organization authority, the structure, the communication and coordination, and the encouragement. According to the proposed objectives, the strategy of project organization optimization for UHV substation is formulated, the project organization is optimized and implemented, the organization suitable for the project is found out, and the operation effect of the new project organization is evaluated. Taking the WF1000 KV substation as an example, the project organization of the substation is optimized to make the organization structure suitable for the construction project of the existing substation project. The detailed design of the organization structure in the fine aspects of the organization operation makes the operation mode of the organization more clear. For the first time, the new organizational structure form is combined and applied to the small organizational structure of the construction team. The proposed optimization path and method can be solved in the face of new organizational problems, which can be used for reference to more UHV substations in the future, and also to the optimization of the organizational structure of conventional substations.
