典型城市配电网故障抢修资源配置模式的研究

【摘要】：随着我国城市配电网的不断建设发展,配电网设备抢修“点多、面广、量大”的特点凸显,与此同时,用户对供电可靠性要求也不断提高,用户对故障停电的容忍程度不断降低,配网服务矛盾日益突出,因此制定科学、合理的抢修资源配置模式极为重要。本文在充分调研、掌握国家电网公司配电网抢修运作模式的基础上,简化、量化抢修资源测算方式,提出了配电网抢修驻点设置总量、抢修人员配置数量及抢修驻点饱和度评估的数学模型。并以上海市电力公司抢修资源方案为典型范例,通过统计2013至2015年全市配网抢修数据,按照“通过设置驻点满足抢修时限要求、通过配置人员满足抢修工作量要求”的原则,采用本文所提出的数学模型制定了抢修资源配置策略,测算结果表明本方案具有较高的实用性及适用性。
[Abstract]:With the continuous development of urban distribution network construction in China, distribution network equipment repair "many points, wide area, large quantity" characteristics of prominent, at the same time, users of power supply reliability requirements are also constantly improving. The tolerance of users to power failure is decreasing and the contradiction of distribution network service is becoming more and more serious. Therefore, it is very important to establish a scientific and reasonable resource allocation model for emergency repair. On the basis of mastering the operation mode of distribution network emergency repair of State Grid Company, this paper simplifies and quantifies the calculation method of rush repair resources, and puts forward the total amount of distribution network emergency repair stop point. The mathematical model of the number of emergency repair personnel and the saturation evaluation of emergency repair stop point. Taking the emergency repair resource plan of Shanghai Electric Power Company as a typical example, through statistics of the city's distribution network emergency repair data from 2013 to 2015. According to the principle of "to meet the time limit of emergency repair by setting up the stop point and to meet the workload requirement of rush repair by allocating personnel", the strategy of resource allocation for rush repair is formulated by using the mathematical model proposed in this paper. The results show that this scheme has high practicability and applicability.
