基于多目标层次分析法的输变电项目后评价体系研究

【摘要】:电网输变电建设项目后评价是项目全过程科学管理的重要环节,它对总结分析已建项目的过程管理和经济效益,改善投资策略,提高企业经济效益和管理水平都具有重要意义。目前,我国对输变电后评价的探讨成果不多,且不系统,尚未形成项目后评价完整的理论、方法与应用的知识体系,因此,本文就此方面展开深入研究,以期为输变电项目的改进和可持续发展提出切实可行的对策,为今后投资项目决策和管理提供经验教训。 本文首先阐述了论文的选题背景和研究意义,重点介绍了国内外项目后评价的研究现状及发展趋势,以及本文拟采用的研究方法。其次,详细阐述了有关输变电投资建设项目后评价的四个部分,包括计划执行过程评价、电网项目技术性能评价、经济效益评价、社会影响评价。然后,本文运用综合评价法与层次分析法相结合的方法,构建了适用于我国输变电项目的电网项目后评价指标体系,说明了指标权重的计算方法,建立了输变电项目后评价模型。最后以洛阳220KV孟津输变电项目为具体案例,通过实证分析,验证了后评价方法与指标体系的效果和适用性,对该项目后评价结论进行了总结分析,得出该项目实施效果为优。本研究对未来输变电工程建设管理及后评价工作具有一定的参考价值,有利于提高项目科学化管理水平,改进投资决策,提高投资效益。
[Abstract]:Post-evaluation of power transmission and transformation construction project is an important link in the whole process of scientific management of the project. It can improve the investment strategy by summing up and analyzing the process management and economic benefit of the established project, and improving the investment strategy. It is of great significance to improve the economic efficiency and management level of enterprises. At present, there are few and systematic achievements in post-evaluation of power transmission and transformation in China, and a complete theory, method and applied knowledge system of post-project evaluation has not yet been formed. In this paper, a thorough study is carried out in order to provide practical countermeasures for the improvement and sustainable development of power transmission and transformation projects, and to provide experience and lessons for future investment project decision-making and management. In this paper, the background and significance of the thesis are introduced firstly, and the research status and development trend of post-evaluation of projects both at home and abroad are introduced, as well as the research methods to be adopted in this paper. This paper expounds in detail four parts of post-evaluation of transmission and transformation investment and construction project, including plan execution process evaluation, power grid project technical performance evaluation, economic benefit evaluation, social impact assessment. In this paper, a post-evaluation index system for power transmission and transformation projects in China is constructed by combining the comprehensive evaluation method with the analytic hierarchy process (AHP), and the calculation method of the index weight is explained. Finally, taking Luoyang 220 KV Mengjin transmission and transformation project as a specific case, through empirical analysis, the effect and applicability of post-evaluation method and index system are verified. The conclusion of the post evaluation of the project is summarized and analyzed, and the result of the project implementation is excellent. This study has certain reference value for the construction management and post evaluation of the transmission and transformation project in the future, and is helpful to improve the scientific management level of the project. Improve investment decisions and improve investment returns.
