输电网工程项目规划综合评价方法研究

【摘要】:未来我国用电负荷的稳定、快速增长促进输电网的快速发展。通过合理全面的输电网工程项目规划评价方法选择科学合理经济的输电网规划方案,实现输电网规划质量、速度和效益的统一,具有重要实际应用价值。本研究通过研究输电网工程项目规划综合评价的影响因素,根据系统理论、风险评价、成本—效益分析等理论建立输电网规划项目综合评价方法对输电网规划项目进行科学合理、全方面的综合评价分析。针对目前输电网工程项目规划评价中存在的问题,研究分析了大停电风险、短路电流、暂态稳定、国民经济、能源资源、环境保护等因素对输电网规划评价指标体系的影响,分析总结国内外在输电网规划项目评价指标体系及评价方法方面的已有成果,并确定了输电网规划项目综合评价指标选取原则。在此基础上,考虑输电网运行的实际状况,根据已有研究、实际情况及电力规划专家的经验和意见,从安全性、经济性、适应性三方面构建输电网工程项目规划综合评价指标体系,并提出各个子指标的量化计算方法。确定了输电网工程项目规划综合评价方法的原则及思路,将熵权法、层次分析法获得的指标权重采用自适应粒子群优化算法进行单目标寻优,并将所求优化结果作为最终权重,并用模糊综合评判对输电网工程项目规划方案作出综合评价,由此构建出输电网工程项目规划综合评价方法。 在前面工作的基础上,本文统筹考虑了输电网工程项目规划方案的安全性、经济性、适应性等方面对输电网工程项目规划方案整体的影响,使用输电网工程项目规划综合评价方法对某规划特高压输电网工程项目规划三个子规划方案进行了研究。通过对不同规划方案进行整体模糊综合分析得到各个规划方案评价分数,根据不同的目的进行单方案评分和多方案比选。算例表明所建立的输电网工程项目规划综合评价方法对选择科学合理的输电网工程项目规划方案具有良好的指导作用,实际应用中易于推广使用。
[Abstract]:In the future, the power load of our country will be stable and the rapid growth will promote the rapid development of the transmission network. Through the rational and comprehensive project planning and evaluation method of transmission network project, the scientific, reasonable and economical transmission network planning scheme can be selected to realize the quality of transmission network planning. The unification of speed and benefit has important practical application value. This study studies the influence factors of comprehensive evaluation of transmission network project planning, according to the system theory, risk evaluation, Based on the theory of cost-benefit analysis, the comprehensive evaluation method of transmission network planning project is established. The comprehensive evaluation of transmission network planning project is carried out scientifically, rationally and in all aspects. In view of the problems existing in the project planning and evaluation of transmission network project at present, the comprehensive evaluation method of transmission network planning project is established. The risk of power outage, short-circuit current, transient stability, national economy, energy resources, environmental protection and other factors affecting the evaluation index system of transmission network planning are studied and analyzed. This paper analyzes and summarizes the existing achievements in the evaluation index system and evaluation method of transmission network planning project at home and abroad, and determines the selection principle of comprehensive evaluation index for transmission network planning project. On this basis, the actual situation of transmission network operation is considered. According to the existing research, actual situation and the experience and opinion of power planning experts, the comprehensive evaluation index system of transmission network project planning is constructed from three aspects: safety, economy and adaptability. The principle and train of thought of the comprehensive evaluation method of transmission network project planning are determined, and the entropy weight method is introduced. The index weight obtained by AHP adopts adaptive particle swarm optimization (APSO) algorithm for single objective optimization and takes the result of optimization as the final weight and makes a comprehensive evaluation of transmission network project planning scheme by fuzzy comprehensive evaluation. Therefore, a comprehensive evaluation method of transmission network project planning is constructed. On the basis of the previous work, this paper considers the effect of the safety, economy and adaptability of the transmission network project planning scheme on the transmission network project planning scheme as a whole. By using the comprehensive evaluation method of transmission network project planning, three sub-planning schemes of a planned UHV transmission network project planning are studied. Through the overall fuzzy comprehensive analysis of different planning schemes, each regulation is obtained. Plan evaluation score, According to different purposes, single project score and multi-scheme comparison and selection are carried out. The example shows that the comprehensive evaluation method of transmission network project planning has a good guiding effect on the selection of scientific and reasonable transmission network project planning scheme. It is easy to be popularized in practical application.
