江苏省燃煤电厂脱硫石膏资源综合利用方案研究

【摘要】:随着能源需求增加,“十一五”期末全国火电厂装机容量较“十五”期末翻了一番。超过96%的燃煤电厂脱硫设施采用石灰石-石膏湿法脱硫工艺,由此其工业副产物-脱硫石膏的数量也在不断快速增加。据统计全国燃煤电厂脱硫石膏年产量现已突破8000万吨,且以年贮存堆放量2000万吨的速度增加。目前燃煤电厂脱硫石膏利用率不高、综合利用附加值低,已成为电力行业固废治理领域面临的一个新的环保问题。综合利用率低主要有两个方面的原因:一是技术方面,燃煤电厂脱硫石膏在含水率、氯离子含量、白度、抗压强度等方面与建材行业综合利用还有一定差距,脱硫石膏综合利用基础性、前瞻性技术研发投入不足,技术装备落后,缺乏技术产品检测等标准。二是政策方面,现有省级及国家政策向脱硫石膏产业倾斜力度和激励扶持力度均不够,相关政策法规以指导意见、财税政策为主,缺少具体的奖惩和监督管理办法,亟需出台系统全面的产业政策。 本文以省级区域(江苏)为典型研究对象,首先通过调研、摸底调查等手段掌握江苏省燃煤电厂脱硫石膏的排放及综合利用情况,通过实验分析脱硫石膏理化特性,提出综合利用技术途径。为后续技术经济方案和政策分析提供基础;其次通过开展已有石膏标准比对分析、技术经济和技术政策等相关内容分析研究,在此基础上提出了燃煤电厂脱硫石膏利用对策的可行性途径和合理方案,并有针对性的提出了相关政策建议。
[Abstract]:With the increase of energy demand, the installed capacity of thermal power plants at the end of the 11th Five-Year Plan has doubled compared with the end of the Tenth Five-Year Plan. More than 96% of the desulfurization facilities in coal-fired power plants adopt limestone gypsum wet desulfurization process, so the number of desulfurized gypsum, the industrial by-product, is also increasing rapidly. According to statistics, the annual output of desulphurized gypsum in coal-fired power plants has now exceeded 80 million tons, and the annual storage and stacking capacity has increased at the rate of 20 million tons. At present, the utilization ratio of desulfurization gypsum in coal-fired power plant is not high and the added value of comprehensive utilization is low, which has become a new environmental protection problem in the field of solid waste treatment in power industry. There are two main reasons for the low comprehensive utilization ratio: first, in terms of technology, desulfurization gypsum in coal-fired power plants still has a certain gap with the comprehensive utilization of building materials in the aspects of water content, chloride ion content, whiteness, compressive strength, etc. The comprehensive utilization of desulphurization gypsum is basic, the investment of prospective technology research and development is insufficient, the technical equipment is backward, and the standard of technical product detection is lacking. Second, in terms of policy, the existing provincial and national policies are not enough in favour of desulfurization and gypsum industry, and the relevant policies and regulations are based on guidance, fiscal and taxation policies, and lack of specific measures for rewards and punishment and supervision and management. A systematic and comprehensive industrial policy is urgently needed. This paper takes the provincial area (Jiangsu) as the typical research object. Firstly, by means of investigation and mapping, the discharge and comprehensive utilization of desulphurization gypsum in Jiangsu coal-fired power plant are grasped, and the physical and chemical characteristics of desulfurization gypsum are analyzed through experiments. The comprehensive utilization of technology is put forward. To provide the basis for subsequent technical and economic programs and policy analysis. Secondly, through carrying out comparative analysis of existing gypsum standards, technical, economic and technical policies and other related content analysis and research, On this basis, the feasible approach and reasonable scheme of desulfurization gypsum utilization in coal-fired power plant are put forward, and relevant policy suggestions are put forward.
