山东电网火电及新能源机组协调运行方案优化研究

【摘要】:近五年来以风电为代表的新能源装机容量在山东电网快速发展,但风电出力因较强的间歇性、随机性及波动性,无法像常规发电机组一样灵活调度。随着大规模新能源电力的并网发电,山东电网在系统调峰、调频计划、备用安排等方面面临新的挑战。针对山东电网调度的实际需求,迫切需要协调优化现有发电调度决策模式。 本文提出了以最小成本、风险控制、公平消纳大规模风电为目标的调度模式,实现各类型能源机组的协调运行。充分考虑风电出力波动的特性,基于区间数理论建立了风电出力的全场景模型;基于风电期望出力的大概率事件制定日前发电计划,以最小成本的模型实现发电调度的风险预防预控,预留适应未来风电波动极端运行的优化调度空间;采用信息无损的关键场景识别方法,应对含大规模风电接入带来的计算复杂性所带来的挑战,包络所有风电出力的极端运行场景。 在考虑风电出力波动对发电计划影响的基础上,采用电量协调与成本控制的日内滚动发电计划模式,建立全景日内滚动发电计划模型,以日前发电计划为基础,通过约束条件的选择,满足两种模式下滚动发电计划的编制。 通过实施本文提出的优化方案,实现了风电出力全场景的包容性、全场景日前发电计划编制的高效性、常规机组日计划电量跟踪的精准性、常规机组跟踪风电波动的公平性,全面提高了电网调度运行的最优性、公平性和高效性,大幅度提升了电网消纳大规模新能源发电的能力。
[Abstract]:In recent five years, the installed capacity of new energy represented by wind power has developed rapidly in Shandong power grid, but due to its strong intermittence, randomness and volatility, it is unable to operate flexibly as conventional generators. With the large-scale grid-connected generation of new energy power, Shandong Power Grid faces new challenges in system peak-shaving, FM planning, standby arrangement, and so on. According to the actual demand of Shandong power grid dispatching, it is urgent to coordinate and optimize the existing generation scheduling decision mode. In this paper, a scheduling mode aiming at minimum cost, risk control and fair absorption of large scale wind power is proposed to realize the coordinated operation of all kinds of energy generating units. Considering the characteristics of wind power output fluctuation, the full scenario model of wind power output is established based on interval number theory, and the large probability event based on expected wind power force is used to formulate the pre-day generation plan. The minimum cost model is used to prevent and control the risk of generation scheduling, and the optimal scheduling space is reserved for the extreme operation of wind power fluctuations in the future, and the information lossless critical scenario identification method is adopted. To deal with the challenges posed by the computational complexity of large-scale wind power access, all extreme operating scenarios of wind power generation are enveloped. On the basis of considering the influence of wind power output fluctuation on the generation plan, a panoramic intra-day rolling generation plan model is established by adopting the model of intra-day rolling generation planning, which is based on the pre-day generation plan, which is based on the coordination and cost control of power generation. Through the selection of constraints, the rolling generation plan can be worked out in two modes. Through the implementation of the optimization scheme proposed in this paper, the full scenario of wind power generation is inclusive, the efficiency of power generation planning is high, the accuracy of daily energy tracking of conventional units is accurate, and the fairness of wind power fluctuation tracking is achieved. It improves the optimality fairness and efficiency of power grid dispatching and greatly improves the power grid's ability to absorb large scale new energy generation.
