500kW海洋能独立电力系统示范工程项目进度计划与控制研究

【摘要】:随着我国对海洋可再生能源发展战略的不断重视,海洋能开发利用示范类项目的开展逐年增多,但除潮汐能开发利用外,总体而言都还处在探索发展的初期,面临的新问题、新挑战较多。如何针对进度计划编制、工程进度落实情况动态监控、进度计划调整等过程,运用现代项目管理学进度管理方法、技术,保证工程的按期保质完成就显得尤为重要。本文以“500kW海洋能独立电力系统示范工程”项目为背景,结合项目管理理论和海洋能示范工程管理实践,采用了文献研究法和案例分析法,详细阐述了关键路径法(CPM)、计划评审技术(PERT)等现代项目计划与控制相关的理论方法在“500kW海洋能独立电力系统示范工程”项目实施过程中的应用实践,总结了相关理论实践过程中针对海洋能开发利用示范类项目的技术难度大、系统复杂的特点所应重点关注与解决的几点问题。文章首先概要介绍了“500kW海洋能独立电力系统示范工程”项目的目标实施方案、项目进度计划与控制所涉及的相关定义概念以及进度计划与控制相关的基础理论与技术方法。其次,结合项目特点将相关技术方法应用于“500kW海洋能独立电力系统示范工程”的任务工作分解、工序逻辑顺序分析、任务所需工作日计算、关键路径分析等。通过项目WBS分解结构对“500kW海洋能独立电力系统示范工程”项目任务活动进行层层分解,遵循海洋能开发利用示范的科学技术问题研究以及海上施工工程过程的客观规律与逻辑关系,确定任务工作开展所需的前后排序;针对工作任务的繁简难易区别对待,采用单一时间估计法和三个时间估计法对项目子任务工期进行历时估算。利用相关计划进度软件中的甘特图绘制工具编制出项目的主要进度计划,采用了网络图技术中的单代号法绘制了项目实施总体进度安排,计算分析得出项目关键路径,测算项目整体完成所需的实施工期。然后本文分析了该项目在进度控制过程中面临的主要问题,提出运用组织措施、技术性措施、质量管理体系措施对项目总体进度进行监测与控制的具体措施方法;通过项目执行进度报告制度、项目进度协调会制度、项目信息文档等方式对项目进度进行实时的监控与沟通;通过管理体系中PDCA的改进环节对海洋能开发利用示范项目中的复杂和关键技术过程管理与监控,以控制项目进度。最后,本文总结了海洋能开发利用示范工程项目的高技术风险、复杂环境以及社会属性的特点,提出了现代项目进度计划与控制理论在项目实践中要注重人的因素,加强技术管理并充分考虑海域利用的社会问题等。本文为我国海洋可再生能源开发利用研发以及示范工程项目实施提供有效的项目进度计划与进度管理的一般模板,并对从事海洋可再生能源研发以及示范工程工作的管理者具有一定的借鉴意义。
[Abstract]:With the increasing attention to marine renewable energy development strategy in our country, the development of demonstration projects of ocean energy development and utilization is increasing year by year. However, except for tidal energy development and utilization, all of them are still in the initial stage of exploration and development and face new problems. There are many new challenges. It is very important to use the modern project management schedule management method and technology to ensure the completion of the project on time and quality according to the progress plan compilation, the dynamic monitoring of the project progress implementation, the progress plan adjustment and so on. Based on the project of "500kW Ocean Energy Independent Power system demonstration Project", combining the project management theory and the practice of ocean energy demonstration project management, this paper adopts the literature research method and the case analysis method. In this paper, the application practice of modern project planning and control related theory methods, such as critical path method (CPM), plan evaluation technology (PERT) and so on, in the implementation of "500kW Oceanic Energy Independent Power system demonstration Project" is described in detail. This paper summarizes several problems that should be paid attention to and solved in the relevant theory and practice process for the demonstration project of ocean energy development and utilization which is difficult in technology and complex in system. In this paper, the objective implementation scheme of "500kW Oceanic Energy Independent Power system demonstration Project", the related definitions of project schedule and control, and the basic theory and technical methods related to schedule planning and control are introduced briefly in this paper. Secondly, according to the characteristics of the project, the relevant technical methods are applied to the task decomposition, the logical sequence analysis of the working procedure, the calculation of the working day required for the task, and the critical path analysis of the "500kW Ocean Energy Independent Power system demonstration Project". The task activities of the project "500kW Oceanic Energy Independent Power system demonstration Project" are decomposed layer by layer through the WBS decomposition structure of the project. Following the research on scientific and technological problems of ocean energy development and utilization demonstration, as well as the objective laws and logical relations in the process of offshore construction engineering, to determine the order of tasks needed to carry out the tasks, and to deal with the complexity, difficulties and differences of the work tasks, Single time estimation method and three time estimation method are used to estimate the duration of subtask. The main progress plan of the project is worked out by using the Gantt chart drawing tool in the related plan progress software, and the overall schedule of the project implementation is drawn by using the single code name method in the network chart technology, and the critical path of the project is obtained by calculation and analysis. Calculate the implementation period required for the completion of the project as a whole. Then this paper analyzes the main problems faced by the project in the process of progress control, and puts forward specific measures to monitor and control the overall progress of the project by using organizational measures, technical measures and quality management system measures. Monitor and communicate the progress of the project in real time through the project implementation progress report system, the project progress coordination system, the project information document and so on. Through the improvement of PDCA in the management system, the process management and monitoring of the complex and key technologies in the demonstration project of ocean energy development and utilization are carried out to control the progress of the project. Finally, this paper summarizes the characteristics of high-tech risk, complex environment and social attributes of the demonstration project of ocean energy development and utilization, and puts forward that the modern project schedule planning and control theory should pay attention to the human factor in the project practice. Strengthen the management of technology and fully consider the social problems in the utilization of sea areas. This paper provides a general template for the development and utilization of marine renewable energy and the implementation of demonstration projects in China. It is useful for managers engaged in marine renewable energy R & D and demonstration engineering.
