【摘要】:输变电系统可靠性管理是一项全新的内容,它随着电力设施可靠性管理不断发展而来。为了有效地分析电网的安全可靠性水平,在输变电设施可靠性管理的基础上,通过停运组合模型,对电网停运事件进行综合统计评价,逐步形成了输变电系统可靠性。2009年国家电网公司正式启动输变电系统可靠性统计试点工作,其近期目标是完成输变电系统数据收集、统计和分析,研究系统可靠性的影响因素、变化规律和改进措施,远期目标是向电网规划、设计、运行和管理工作提供优化资源配置所需的信息。 输变电系统可靠性管理是以回路功能为目标的面向电网的可靠性管理。系统可靠性管理以回路的划分和统计为基础,以计算机为工具,通过对指标的分析,量化描述电网不同断面的状态。输变电系统可靠性是在输变电设施可靠性基础上,引入“回路”概念,反映输变电系统在规定条件下和规定时间内完成规定功能的能力。输变电系统可靠性管理通过对不同功能回路的划分,结合数理统计的方法定量地反映电网不同断面的状态。 本文首先对国内外电力可靠性工作管理进行了分析和研究,结合我国的国情以及输变电可靠性管理的特点,分析了当前的输变电可靠性管理的管理现状、面临的问题,并提出了改进方向。文章提出了输变电系统可靠性管理模式及统计分析方法,并对其展开了研究。输变电系统可靠性统计的基础数据主要来源于输变电设施可靠性,不仅包括设施可靠性中的十三类设施,还包括继电保护、自动装置、远动、通信等二次设备和辅助设施都属于系统可靠性的统计范围。输变电系统可靠性管理工作实行目标管理,对可靠性管理工作实施过程控制与监督,严格数据管理,深化数据分析与应用,通过输变电可靠性管理监督与评价,开展各级可靠性管理人员培训,促进输变电可靠性管理持续改进,提升企业可靠性管理水平。
[Abstract]:Reliability management of power transmission and transformation system is a new content, which comes with the development of power facility reliability management. In order to effectively analyze the level of safety and reliability of power network, on the basis of reliability management of transmission and transformation facilities, a comprehensive statistical evaluation of power grid outage events is carried out through the combined model of outage. In 2009, the State Grid Company officially started the pilot work on reliability statistics of transmission and transformation systems, the short-term goal of which is to complete data collection, statistics and analysis of transmission and transformation systems, and to study the factors affecting the reliability of transmission and transformation systems. The long-term goal is to provide information needed to optimize resource allocation for power network planning, design, operation and management. The reliability management of transmission and transformation system is a kind of reliability management oriented to the power network with the goal of loop function. The system reliability management is based on the division and statistics of the circuit, and the computer is used as the tool. Through the analysis of the indexes, the states of different sections of the power network are quantitatively described. The reliability of transmission and transformation system is based on the reliability of transmission and transformation facilities, and the concept of "loop" is introduced to reflect the ability of transmission and transformation system to complete the prescribed function under the specified conditions and within a specified time. The reliability management of transmission and transformer power system reflects quantitatively the state of different sections of power network by dividing different functional circuits and combining with mathematical statistics. Firstly, this paper analyzes and studies the reliability management of electric power at home and abroad, and analyzes the current situation and problems of the reliability management of transmission and transformation according to the situation of our country and the characteristics of reliability management of transmission and transformation. The improvement direction is also put forward. In this paper, the reliability management model and statistical analysis method of power transmission system are put forward and studied. The basic data of reliability statistics of transmission and transformation systems mainly come from the reliability of transmission and transformation facilities. They not only include thirteen types of facilities in the reliability of transmission and transformation facilities, but also include relay protection, automatic devices, telecontrol, Secondary equipment and auxiliary facilities such as communication belong to the statistical range of system reliability. The reliability management of power transmission and transformation system is managed by objective management, process control and supervision of reliability management, strict data management, deepening of data analysis and application, supervision and evaluation of transmission and transformation reliability management, To develop the training of reliability managers at all levels to promote the continuous improvement of power transmission and transformation reliability management and improve the level of enterprise reliability management.
