风光储电站参与电力市场的交易机制研究

【摘要】:风光储电站借助储能技术实时地进行能量的存储和释放,实现间歇性新能源发电的“可测性、可控性、可调性”。然而,一方面,由于当前我国弃风限电问题严重,风光储电站也经常处于弃风限电状态,其储能系统的调节能力不能得到有效的发挥,造成系统资源的浪费;另一方面,我国面临弃风限电问题的同时,实际运行中还存在由于风电场自身原因出力不足造成输送通道未能满载的局面。因此,建立有效的市场机制激励风光储电站参与电力市场中,来实现交易双方的互利共赢和资源的高效利用,是十分必要的。 论文首先针对风光储电站特性,从结构上分析了风光储电站的三大系统,并从性能上分析了风光储电站的7种运行模式以及4种控制策略。并基于国家风光储输示范工程的实际运行情况,通过分析其特性探究风光储电站提供电力辅助服务方面的能力。然后在电监会华北局指导下,分别针对不限电和限电两种情况进行交易机制研究。 当不进行限电时,风电场需按要求进行功率预测预报工作,而风电场时常由于功率预测准确率不达标而受到考核。本文基于风光储电站的优势和风电场出力的特性,提出了风光储电站跟踪发电曲线能力的有偿服务机制,以达到提高风电场风功率预测准确率的目的。并在出力补偿服务机制基础上,建立了出力补偿动作的控制策略模型,以实现风光储电站有限出力调控能力的高效利用。通过算例验证,交易机制能实现交易双方互利共赢的同时减小风电出力波动性对电网的影响。 当进行限电时,风电场需按调度机构下达的发电计划进行发电,而风电场会因自身原因出力不足造成输送通道未能满载。本文将风功率预测的指导作用和市场机制的激励作用引入到通道资源配置中,设计了基于日前风功率预测的发电裕度交易机制,以实现风电传输通道高效运行;并从交易双方的角度,建立了发电裕度买卖双方的交易策略模型,以谋求交易双方的共赢。通过算例分析,证实交易可以给交易双方带来更多的收益;同时在有限的通道资源下输送更多的风电,实现通道输出效率的提高。
[Abstract]:The solar power station can store and release energy in real time by means of energy storage technology to realize the "testability, controllability and tunability" of intermittent new energy generation. However, on the one hand, because of the serious problem of waste wind and limited power in our country at present, wind storage power station is often in the state of abandoned wind and limited power, and its regulating ability of energy storage system can not be effectively brought into play, resulting in the waste of system resources; on the other hand, While China is faced with the problem of abandoning wind and limiting electricity, there is a situation that the conveying channel is not fully loaded due to the insufficient output of wind farm itself in actual operation. Therefore, it is necessary to set up an effective market mechanism to encourage the wind storage power station to participate in the electricity market, to realize the mutual benefit and win-win and the efficient utilization of resources. Firstly, according to the characteristics of the wind storage power station, the paper analyzes the three systems of the wind storage power station from the structure, and analyzes the seven operation modes and four control strategies of the wind storage power station from the performance point of view. Based on the actual operation of the National Scenic Storage and Transportation demonstration Project, this paper analyzes the characteristics of the National Scenic Storage Power Station to explore the ability of providing auxiliary power services. Then under the guidance of the North China Bureau of the ECC, the trading mechanism of non-power limit and power-limited is studied respectively. When the power is not limited, the wind farm needs to forecast the power according to the requirement, and the wind farm is often evaluated because the accuracy of power prediction is not up to the standard. Based on the advantages of wind power storage power station and the characteristics of wind farm, this paper presents a paid service mechanism for wind power storage power station to track generation curve, so as to improve the accuracy of wind power prediction in wind farm. On the basis of the force compensation service mechanism, the control strategy model of the force compensation action is established to realize the efficient utilization of the limited output control ability of the wind-energy storage power station. The example shows that the trading mechanism can achieve mutual benefit and win-win while reducing the impact of wind power generation volatility on the power grid. When the power is limited, the wind farm needs to generate electricity according to the power generation plan issued by the dispatching agency, and the wind farm will be unable to fully load the transmission channel due to its insufficient capacity. In this paper, the guiding role of wind power prediction and the incentive effect of market mechanism are introduced into the allocation of channel resources, and a generating margin trading mechanism based on pre-day wind power prediction is designed to realize the efficient operation of wind power transmission channel. From the point of view of both parties, the trading strategy model of generating margin buyer and seller is established in order to seek the win-win situation of both parties. Through the analysis of an example, it is proved that the transaction can bring more benefits to both sides of the transaction, and at the same time, the channel output efficiency can be improved by transmitting more wind power under the limited channel resources.
