冀北电网调控能力评估与协调调度策略研究

【摘要】:冀北电网地处首都北京的周边,肩负着向首都供电的西电东送、北电南送大通道和首都500千伏环网的安全稳定运行的责任。当前,冀北电网220kV及以上电压等级发电机组均由华北网调直接调度控制,随着电网的规模逐步加大,机组容量不断增加,如何发挥冀北电力公司主体作用,更有效地保证首都供电,适应电网的快速发展,成为迫切的要求。然而,如何制定合理的省间联络线计划,建立发电机组分层控制及多级协调机制,对成立冀北独立控制区是一项具有重大挑战的工作。本文首先对冀北电网结构、火电出力、风电出力及负荷特性进行分析,将冀北负荷分为基荷和峰荷两部分,采用分摊机制,以不合格点和弃风电量最低为优化目标,以本地机组调峰能力、负荷波动调节能力和目标发电小时数为约束条件,研究了省间联络线计划的合理功率,并采用标准拟合法、标准微调拟合法、最优拟合法三种方法对联络线进行了规则化拟合;然后,综合考虑机组性能及调节范围的实际差异性,提出了面向ACE考核的冀北机组分层控制策略;第三,研究了冀北建立独立控制区后与华北电网间的联络线支援计划,尤其是联络线计划调整后冀北的应对策略,以及冀北调控手段不足时的预警机制及对网调的支援请求策略。研究结果表明,在综合考虑联络线拟合效果和华北电网考核要求下,基于标准微调拟合法得到的联络线计划最具可行性。通过合理地确定联络线形状,加上机组分层控制策略和多级协调调度机制,冀北电网可以实现独立控制区建设的目标。研究结果满足了冀北电网成立独立控制区的工作要求,对指导联络线申报和调度员日常工作均具有显著的应用价值。
[Abstract]:The north Hebei power grid is located in the periphery of the capital Beijing. It is responsible for the safe and stable operation of the power supply to the capital from the west to the east, from the north to the south, and from the north to the south, as well as to the safe and stable operation of the 500 kV ring network in the capital. At present, the generation units of 220kV and above voltage grade in the north Hebei power network are controlled by the direct dispatching of the North China Network. With the scale of the power network gradually increasing and the unit capacity increasing, how to give play to the main role of the North Hebei Electric Power Company, It is an urgent requirement to ensure the power supply of the capital more effectively and adapt to the rapid development of the power grid. However, it is a great challenge for the establishment of the independent control area in the north of Hebei Province to make a reasonable plan of the inter-provincial tie line, to establish the stratified control system and the multi-level coordination mechanism of the generator set up. In this paper, the structure, thermal power, wind power and load characteristics of the north Hebei power grid are analyzed firstly. The load of the north Hebei is divided into two parts: the base load and the peak load. The allocation mechanism is adopted to optimize the unqualified point and the lowest wind power output. The reasonable power of inter-provincial tie-line planning is studied with the constraints of local unit peak shaving capacity, load fluctuation regulating capacity and target generation hours. The standard fitting method and standard fine-tuning method are adopted. Three methods of optimal fitting are used to regularize the tie line. Then, considering the actual difference of unit performance and regulation range, the paper puts forward the stratified control strategy of unit in north Hebei for ACE assessment. Thirdly, the paper studies the support plan between the North China Power Grid and the North China Power Grid after the establishment of the independent control area in the north of Hebei Province, especially the coping strategy of the northern Hebei after the adjustment of the tie line plan. As well as the early warning mechanism and the support request strategy for the network adjustment when the control means of north Hebei are insufficient. The results show that the tie-line plan based on standard fine-tuning method is the most feasible under the consideration of tie-line fitting effect and evaluation requirements of North China Power Grid. By reasonably determining the shape of tie-line, combined with stratified control strategy and multi-level coordinated dispatching mechanism, the construction of independent control area can be realized in the north Hebei power network. The research results meet the requirements of establishing an independent control area in the north Hebei power grid and have significant application value for guiding the reporting of the liaison line and the daily work of the dispatchers.
