个旧高松矿田矿区地下水资源经济评价研究

【摘要】:矿区地下水是指储藏于有丰富矿产资源的地下土壤中,在采矿活动中为了保证采矿效率与安全向外界排出的水。作为采矿活动中的一种伴随产物,刚开采出来的矿区地下水一般都是水质相当好的,只不过是经过外排后,水资源的数量一定成程度上变少,质量一定程度上变差而已。矿区地下水资源经济价值包含两个不同层面,其一是天然创造价值,即矿区地下水资源未经过任何处理,天生就具有的经济价值;其二是人类创造价值,即人类在矿区地下水资源中投入一定的劳动,使得地下水资源因为凝结人类劳动而富含新的价值,这部分价值被称为人类创造价值。个旧锡矿作为一座久负盛名的云南本土金属矿山,在长期的矿山生产活动中,将产生的大量地下水随意排放,没有充分利用宝贵的地下水资源,使得地下水遭到污染和浪费,于是决定对矿山开采产生的地下水进行经济评价,呼吁重视矿区地下水的利用。本人曾多次去往矿区坑道内部,采访周边的企业和居民,并在大量阅读文献的基础上,确立了以矿区地下水资源经济评价为研究目标,界定了矿区地下水资源经济评价概念范围,提出了个旧高松矿田矿区地下水资源存在的价值以及利用管理存在的问题,运用经济学理论、效用价值论、生态价值论、环境价值论,从理论和实践相结合的角度对个旧高松矿田矿区地下水资源的水量、水质、水资源利用管理进行了评价体系的构建、评价方法的选择和价值评价的具体实施。针对当前矿山情况,为矿区地下水未来的利用管理提供对策建议。本文的主要研究结论如下:(1)从水资源评价、矿井水资源评价等概念引伸出矿区地下水资源经济评价概念内涵,界定了矿区地下水资源经济评价边界。(2)通过矿坑内部实地调研、周边工厂走访以及高松矿田周边居民访谈,得出矿区地下水资源具有很大的潜在市场,不仅企业,而且居民均愿意支付一定成本去享受纯净的矿区地下水资源。(3)通过分析水资源经济价值构成体系,利用数据的可得性,估算的精度,运用效益系数分摊法、市场价值法、环境价值理论分别从工业、居民生活和生态环境三个方面对矿区地下水资源水量价值进行经济评价。并利用恢复费用法对矿区地下水资源水质价值进行经济评价。(4)从目前的矿区地下水资源利用管理现状着手分析,现在的用水、管水不当,针对矿区周边的未来发展蓝图制订了相应的矿区地下水资源利用管理对策建议。
[Abstract]:Underground water in mining area refers to the water discharged to the outside world in order to ensure mining efficiency and safety in mining activities, which is stored in underground soil rich in mineral resources. The groundwater in the mining areas that have just been mined is generally of fairly good water quality, but after being discharged out, the quantity of water resources will certainly decrease to a certain extent. The economic value of underground water resources in mining area includes two different levels, one is the value created by nature, that is, the economic value of underground water resources in mining area is born without any treatment; The second is that human beings create value, that is, people put in a certain amount of labor in underground water resources in mining areas, so that groundwater resources are rich in new values because of the condensation of human labor. This part of the value is called human creation value. Gejiu Tin Mine, as a famous local metal mine in Yunnan Province, will produce a large amount of underground water at random during the long period of mine production. Not making full use of precious groundwater resources, resulting in groundwater being polluted and wasted, so I decided to make an economic evaluation of the groundwater produced by mining, and called for the attention to be paid to the utilization of underground water in the mining area. I have visited the pit of the mining area many times. By interviewing the surrounding enterprises and residents, and on the basis of reading a large number of documents, the paper establishes the economic evaluation of underground water resources in mining areas as the research goal, and defines the scope of the concept of economic evaluation of underground water resources in mining areas. The paper puts forward the value of underground water resources in Gejiu Gaosong ore field and the problems existing in its utilization and management, and applies economic theory, utility value theory, ecological value theory, environmental value theory, etc. Based on the combination of theory and practice, the evaluation system of groundwater quantity, water quality and water resources utilization management in Gejiu Gaosong Orefield is constructed. The selection of evaluation methods and the implementation of value evaluation. In view of the current mine situation, the paper provides countermeasures and suggestions for the future utilization and management of underground water in mining areas. The main research conclusions of this paper are as follows: 1) Evaluation of water resources, The concept of economic evaluation of underground water resources is extended out of the concept of economic evaluation of underground water resources in mining areas, and the boundary of economic evaluation of underground water resources in mining areas is defined. Through field investigation in mines, visits to surrounding factories and interviews with residents around Gaosong ore fields, It is concluded that there is a great potential market for underground water resources in mining areas. Not only enterprises but also residents are willing to pay a certain cost to enjoy the pure underground water resources in mining areas.) by analyzing the economic value composition system of water resources, we can make use of the availability of data. The accuracy of the estimation is based on the benefit coefficient allocation method, the market value method, and the environmental value theory, respectively. The economic evaluation of groundwater resources value in mining area is carried out from the three aspects of residents' living and ecological environment, and the economic evaluation of water quality value of underground water resources in mining area is carried out by using the method of restoration cost. Using the management status quo to start analysis, In view of the future development blueprint of the mining area, the corresponding countermeasures and suggestions for the utilization and management of underground water resources in the mining area are put forward.
