招远市矿产资源开发利用管理的问题及对策研究

【摘要】：招远市矿产资源丰富，蕴藏着丰富的金、银矿资源，特别是金矿资源，储量多、品位高。作为全国最大的产金县（市），招远市的黄金产量已连续35年列县级市之首，素有“金城天府”、“中国金都”之称。所以，招远市是一个以矿产资源的开发、加工为支柱产业的矿业经济型城市。矿产资源的开发利用水平，矿业经济的发展速度和运行质量，对全市的社会经济发展起着决定性的作用。探讨研究矿产资源可持续开发利用与秩序管理的问题，对于招远市经济社会的可持续发展有着较重大的现实作用和深远意义，有利于促进矿产资源管理改革和提高矿产资源管理水平。我国现有的矿产资源管理体制还是带有计划体制的烙印，还不能很好的满足新形势下矿产资源开发利用的需要。因此，研究招远市矿产资源管理存在的问题，结合我国矿产资源管理的大环境、大背景，提出招远市矿产资源管理改革的思路与对策，是十分必要的，对提高招远市矿产资源管理水平，促进我国工业化、现代化发展具有重要意义。但是在对矿产资源的开发、利用和管理过程中，存在开采秩序不规范、开发利用布局不合理、矿区安全生产形势不容乐观、不注重保护矿区环境等问题。实现招远市矿业经济可持续发展，做到经济效益、社会效益与环境效益的协调统一，就必须解决这些问题。本文在界定基本概念、理论的基础之上，分析招远市在矿产资源开发、利用与管理等方面存在的问题；进而选取在矿产资源开发、管理方面有很多成功经验的美日两国作为案例，总结两国在这方面的经验与教训，以提供有益借鉴；最后为实现招远市矿产资源的可持续开发、利用与管理提出了优化矿产资源结构、整顿矿业秩序、促进矿业权市场规范运行、培养矿业人才、加大勘探投入和保护矿区环境等对策。总之，在加强矿产资源开发利用的同时，还必须本着可持续发展的原则，，对其带来的环境问题予以高度重视,大力创新管理体制，造福后人。
[Abstract]:Zhaoyuan City is rich in mineral resources, rich in gold and silver resources, especially gold resources, reserves and high grade. As the largest Jinxian in China, Zhaoyuan's gold output has been ranked first in county level for 35 consecutive years, known as "Jincheng Tianfu" and "China's golden capital". Therefore, Zhaoyuan is a mining economic city with mineral resources development and processing as the pillar industry. The level of exploitation and utilization of mineral resources and the speed and quality of the development of mining economy play a decisive role in the social and economic development of the whole city. It is of great practical and far-reaching significance to study the sustainable exploitation and utilization of mineral resources and the management of order for the sustainable development of economy and society in Zhaoyuan. It will help to promote the reform of mineral resources management and improve the management level of mineral resources. The existing mineral resources management system of our country still bears the brand of planning system, which can not meet the needs of mineral resources development and utilization under the new situation. Therefore, it is necessary to study the problems existing in the management of mineral resources in Zhaoyuan City, and to put forward the ideas and countermeasures for the reform of the management of mineral resources in Zhaoyuan City, combining with the general environment and background of the management of mineral resources in our country. It is of great significance to improve the management level of mineral resources in Zhaoyuan City, promote the industrialization and modernization of our country. However, in the process of exploitation, utilization and management of mineral resources, there are some problems, such as irregular mining order, unreasonable layout of exploitation and utilization, unoptimistic situation of safe production in mining area, and lack of attention to protecting the environment of mining area. In order to realize the sustainable development of mining economy in Zhaoyuan City and to harmonize economic benefits, social benefits and environmental benefits, these problems must be solved. On the basis of defining the basic concepts and theories, this paper analyzes the problems existing in the exploitation, utilization and management of mineral resources in Zhaoyuan City, and then selects the problems in the exploitation of mineral resources. The United States and Japan, which have a lot of successful experiences in the field of management, as examples, sum up the experiences and lessons of the two countries in this regard, to provide useful lessons; finally, in order to realize the sustainable development of mineral resources in Zhaoyuan City, Some countermeasures such as optimizing the structure of mineral resources, rectifying the order of mining industry, promoting the standardized operation of mining right market, training mining talents, increasing exploration investment and protecting the environment of mining area are put forward by using and managing. In short, while strengthening the exploitation and utilization of mineral resources, we must attach great importance to the environmental problems brought about by the principles of sustainable development, and vigorously innovate the management system to benefit future generations.
